REQUEST FOR TENDER Unmanned Aerial Vehicle (UAV) and Remotely Operated Vehicle (ROV) Asset Inspection Services... Tender Reference: 03900T Tender Release Date: Friday, 12 June 2020 Tender Closing Time and Date: 12:00 (AEST) Friday, 10 July 2020 Seqwater is a Queensland Government statutory authority responsible for ensuring a safe, secure and reliable water supply for almost three million people across South East Queensland and providing essential flood mitigation services. Seqwater owns and manages over 70 treated water reservoirs containing drinking water for the public. These reservoirs are of various built and size and are located at the water treatment plant sites or network sites. The sanitary integrity of treated water reservoirs, especially the roof, wall, hatches, and overflow structures, protect the drinking water from pathogens, introduced by vermin, dust and/or storm water entry. The inspection for structural integrity of reservoirs is performed to minimize the risk of potential asset failure. It is of highest importance to assess the individual failure modes e.g. material degradation, and to induct preventive actions. Preventive actions trigger points are assessed during reservoir inspections and condition assessments activities. The objectives of the service requirements are that the UAV/ ROV drone inspection program meets the required Australian and international Standards, Codes of Practice and Industry Standards including licensing requirements, and is consistent with the relevant obligations stated in the DWQMP, ALMP and the ACP for Reservoirs. The Scope requires all Suppliers to supply all labor, materials and equipment to provide the inspection services. The outcomes/deliverables for this service requirement/s are: a) Scheduled UAV and ROV drone inspection activities; b) Ad-hoc inspections as requested for non-scheduled inspections; c) The use of approved and safe ROV and UAV drone equipment (ROV must be drinking water dedicated); d) Inspection Plans e) Agreed minimum notification timeframes to attend site; f) Development of innovative inspection solutions; and g) Application of a continuous improvement approach to the delivery of the services. The successful Supplier will be required to work collaboratively with Seqwater.
