25.01.2022 A 45-year-old Sydney man has been charged for allegedly importing approximately 144 kilograms of cocaine hidden in hydraulic cylinders. ABF officers identified anomalies within the pistons of the two hydraulic cylinders. Inside the large pistons was a total of six metal drums, each concealing 24 blocks of white powder. A presumptive test of the powder returned a positive result for cocaine. AFP Crime Scene Investigators removed the cocaine blocks from the hydraulic cylinders ...and substituted them with an inert substance for a controlled delivery of the consignment to a warehouse in Botany, NSW. The total approximate weight of the cocaine was determined to be 144 kilograms, which has an estimated street value of $64.8 million. Police will allege in court that the 45-year-old man took delivery of the consignment at a Botany warehouse and spent a significant amount of time pulling apart the cylinders and accessing the hidden consignment. 25.01.2022 Carbon dioxide emissions from the global containerized shipping industry declined in 2019 and continued to make steady progress according to a new report from Clean Cargo, a forum dedicated to reducing the environmental impact of the shipping industry. The annual report, which includes data from approximately 3,500 vessels, indicates that container shipping continues to improve its fleet-wide environmental efficiency. The global industry averages for CO2 emissions per contai...ner per kilometer decreased by 5.6 percent for dry carriers but only and 2.5 percent for reefer (refrigerated) operators. Clean Cargo is also reported a better than 10 percent decrease in global SOx emissions, although they note that their methodology and calculations do not factor in the increasing use of exhaust gas cleaning systems. The results are based on 2019 CO2 and SOx data supplied by 17 major carriers, which represents 85 percent of the global container capacity. All of the data was verified by a third-party. The improvements in CO2 emissions by dry cargo carriers were observed on all of the major trade routes. The best improvements reached a 12 percent reduction on routes from Asia to the Middle East, India, the Mediterranean, and the Black Sea. The improvement was approximately half that on the routes between Asia and the North American ports on both the east and west coast, while the improvements were just a three percent reduction on the trade lanes between Asia and Northern Europe. Clean Cargo noted that the lesser trafficked trade lanes were more sensitive to individual vessel allocations and as such displayed more variation. Clean Cargo also reports that the use of heavy fuel oil (HFO) decreased from over 97 percent to under 87 percent of the last 10 years, but they saw no major change in fuel types in the most recent report. They observed a slight increase in MDO and a substantial increase in LFO, LNG, and hybrid fuels, although they continue to represent a small portion of the total fuel consumed. Ultra-large vessels continue to use HFO or conventional fuels, with hybrid fuel usage increasing on large vessels, while LNG so far is mostly used on smaller vessels. Moller Maersk, CMA CGM Group, COSCO Shipping Lines, Evergreen Line, Hapag-Lloyd, Hyundai M.M., MSC, ONE (Ocean Network Express), and Yang Ming Marine Transport. 23.01.2022 A Tasmanian gym enthusiast has been ordered to pay almost $20,000 in fines and court costs for attempting to smuggle a small pharmacy of steroids into Australia. The 31 year old was searched by Australian Border Force (ABF) officers when he returned to Perth on a flight from Malaysia on 10 July, 2019. At the time the man was a FIFO worker in Western Australia. An x-ray of his baggage showed anomalies and when officers conducted a physical examination they located the follow...ing items: 39 x 1ml ampoules in boxes labelled Testobolin Testosterone Enanthate. 75 x Oxandrolone tablets in a box labelled Oxanobol. 328 x Oxandrolone tablets in a box labelled Anavar. 70 x Stanozolol tablets in a bottle labelled Stano M10. 150 x Stanozolol tablets in a box labelled Stanztab 10. 2 x 10ml vials of Nandrolone Decanoate labelled Nandrobolin-250. On his Incoming Passenger Card (IPC) the man had declared he did not have any goods that may be prohibited or subject to restrictions, such as medicines or steroids. 22.01.2022 IAN 127-2020 was issued by the Department of Agriculture,Water, and the Environment in early August to address the risk of the Khapra Beetle (Trogoderma granarium) on high-risk plant products that are hosts of this pest. The department will commence Phase 1 of the urgent actions September 2020. High-risk plant products (in various raw and processed forms for any end use) will not be permitted entry from any country into Australia within unaccompanied personal effects (UPEs), or within low value air and sea freight (lodged through self-assessed clearance (SAC)). A package... containing magnetic whiteboard erasers came under suspicion after an X-ray revealed some anomalies. 21.01.2022 Australian Border Force (ABF) officers have intercepted an elaborate illicit cigarette smuggling concealment in large boxes made from quartz stone slabs, inside a sea container that arrived at Fremantle from China. Two men aged 33 and 36 have been arrested and charged following the execution of warrants by ABF investigators on two premises in the Perth suburbs of OConnor and Northbridge. The investigation commenced on 17 July 2020 when officers at the ABFs Fremantle Contain...er Examination Facility (CEF) x-rayed the sea container as part of our focus on the integrity of the supply chain of goods imported into Australia. The x-ray revealed anomalies in three of the 13 crates inside. ABF tobacco detector dog Nayla subsequently gave a positive reaction to the crates at the rear of the container. Officers used hammers to crack open the lids of the three suspect boxes and inside allegedly found a total of 334,000 cigarettes (16,700 packets) and 280 cigars, which would have attracted a combined Duty and GST of almost $350,000. The 33 year-old, a Korean national living in Lynwood whos in Australia on a temporary visa, was arrested at a warehouse in OConnor on Wednesday 29 July after he was allegedly caught packing some of the boxes of cigarettes from the sea container into his car. 19.01.2022 An Australian live export ship is missing after a massive typhoon hit waters south west of Japan. Two Australians and two New Zealanders, 39 people from the Philippines and one person from Singapore are among the missing crew, according to the New Zealand Herald. The almost 12-tonne ship was also loaded with 5,800 cattle when it disappeared after sending a distress signal during the typhoon, while it was making its way through the East China Sea.... Its thought that the missing vessel was hit by high waves and strong winds caused by Typhoon Maysak. A spokesperson for the Department of Foreign Affairs and Trade (DFAT) has said they are in contact with the families of the missing crew members on board. "The Australian Government is providing consular assistance to the families of two Australian crew members on board a cargo vessel reported missing in Japanese waters," DFAT said in a statement. 16.01.2022 The ABF takes the importation and possession of child abuse material very seriously. As a result of some sharp passenger screening by ABF officers, a 41-year-old Perth man has been sentenced to 10 months jail, with a four-month minimum, for possession of dozens of photos and videos depicting child abuse material. He was arrested by ABF investigators at Perth Airport last October after arriving home from Singapore. Officers found 64 images and 33 videos of child abuse material on his two mobile phones. 15.01.2022 A 52 year-old Chinese national appeared in the Perth Magistrates court today charged over his alleged role in an elaborate online cigarette smuggling operation run out of China. Australian Border Force (ABF) officers arrested the man at his Morley home yesterday following an investigation into 12 air cargo consignments intercepted in Perth between 19 June and 17 July 2020. It will be alleged that inside the consignments of air coolers and computer towers officers found concea...lments totalling 30,600 cigarettes. The amount of Duty and GST payable on that number of cigarettes is just under $32,000. It is alleged the man set up a number of Post Office boxes in the southern Perth suburb of Langford, some under a false name. It will also be alleged the consignments were sent by a man based in China who provided the 52 year-old with details of consignment numbers, concealment methods, cigarette prices and client orders. The 52 year-old man was arrested and charged with 12 counts of aiding and abetting the importation of tobacco under section 233BABAD(1) of the Customs Act 1901. The maximum penalty for these offences is ten years imprisonment, a fine not exceeding the $28,950, or both. The man is currently in Australia on a temporary visa. 14.01.2022 Australian Border Force (ABF) investigators have arrested a 43-year-old Padstow (NSW) man after parts of 11 childlike sex dolls were detected in air cargo shipments. Investigations began after ABF officers detected and seized the parts in three separate consignments at air cargo facilities in Sydney. During the warrants officers located and seized an electronic device allegedly containing child abuse images, and a further childlike sex doll. A number of additional electronic ...devices were seized pending full forensic examination. Investigators also located a number of cannabis plants, a quantity of marijuana and publications containing child abuse material. Importing childlike sex dolls is an offence under the Customs Act. The maximum penalty if convicted is up to 10 years’ imprisonment and/or fines of up to $525,000. Some of the consumer good commodity categories that have significantly increased in 2020 included water (+46%), grains (+38%), fruit and nuts (+33%), coffee/tea (+24%) and foodstuffs (+6%). The shipping line ANL imported 225 shipments of cargo identified as bottled water, in which 86% of bottled water included both mineral and aerated waters. In the first six months of 2020, ANL saw an increase of almost 100 grain shi...pments and an increase of 9% TEU in comparison to 2019. The demand in coffee and tea imports saw a spike of 24% in the first half of the year. Largely containing roasted coffee, decaffeinated coffee, black fermented tea and green tea. 11.01.2022 Members of a Melbourne-based criminal syndicate, with alleged links to Italian organised crime, have been charged for conspiring to import over 500 kilograms of cocaine from PNG into Australia. The Australian Federal Police (AFP), working with Queensland and Victoria Police, Australian Border Force (ABF), Australian Criminal Intelligence Commission (ACIC) and the Royal Papua New Guinea Constabulary (RPNGC), have charged five men, all facing life imprisonment. The cocaine was ...seized last night by the RPNGC - and never made it to Australian shores, preventing significant harm to the Australian community. The five alleged conspirators were arrested in Queensland and Victoria on 26 July after a Cessna model light aircraft departed Mareeba Airport for PNG. In a coordinated effort across multiple locations, several search warrants were executed across Victoria, NSW, Queensland and PNG. The Queensland Joint Organised Crime Taskforce, working closely with Victoria Police and RPNGC, will allege the group travelled from Melbourne and Sydney to Atherton between 19 and 25 July, with the aim of carrying out the importation and collection of cocaine from PNG, estimated to be valued at more than $80 million the equivalent of about 500,000 street deals. The group then allegedly facilitated a flight on the light aircraft to PNG on the morning of 26 July 2020, where a member of the group (a pilot) attempted to collect the illicit cargo. The AFP alleges the aircraft flew at about 3000 feet from Mareeba to PNG, in an effort to avoid radar detection. These flights are dangerous for other aircraft as well as those on board, in addition to being illegal and unauthorised. The Department of Agriculture, Water, and the Environment has used a range of scientific, intelligence and evidence-based information when setting the measures, including data collected from the 20...19-20 BMSB season onshore verification activities. The department has also worked closely with the New Zealand Ministry for Primary Industries (MPI) on the 2020-21 measures to ensure both Australia and New Zealands BMSB seasonal measures are consistent across the two countries (where possible). For the 2020-21 BMSB risk season, heightened biosecurity measures will apply to: Certain goods manufactured in, or shipped from target risk countries, and/or Vessels that berth at, load or tranship from target risk countries. The measures apply to goods shipped from 1 September 2020 that arrive in Australian territory by 31 May 2021 (inclusive). 09.01.2022 Beijing has banned Queensland timber imports and suspended trade with another Australian grain exporter. The new uncertainty comes after China's Customs agency said it would block timber imports from Queensland (and is likely to be extended to all of Australia we are now hearing) after finding a bark beetle in a shipment. A China foreign ministry spokesman confirmed on Monday that Chinese authorities have repeatedly found biohazards in imports of Australian timber. Australi...an grain handler Emerald Grain was also suspended from exporting barley to China when local officials claimed to have found weed seeds (bromus rigidus, a grasslike weed) in a consignment. Australia's largest grain exporter, CBH, was blacklisted by Chinese authorities in September for similar reasons. China is Australia’s largest barley export market, buying around 70 per cent of Australian barley. In May, the industry suffered a blow after China imposed a combined 80.5 per cent anti-dumping and countervailing duty on exports following an 18-month investigation, making Australian barley more expensive to Chinese importers. Agriculture Minister David Littleproud said the Government was aware of both the timber and the barley trade sanctions. He said Australia would "work with the Chinese authorities to investigate and resolve these issues". He also said "Australia has strong regulatory controls that underpin the integrity and biosecurity of all products exported." In Shanghai, Chinese customs seized a Western Australian rock lobster shipment for laboratory testing. Australia’s trade minister, Simon Birmingham, said that the rock lobster shipments were being checked for metal content levels and the Australian government and industry groups were seeking further clarification from Beijing. China is also the main market for nearly all of Australia’s rock lobster exports, worth around A$750 million (US$527 million) last year. Goods that arrived at Chinese ports before Friday 30/10/20 are allowed to enter China, but those that arrive after will not be cleared by customs even if they are placed in a bonded warehouse. Chinese importers who have shipments arriving after Friday 30/10/20 have been told that they will have to bear the expense of uncleared goods and have been advised to cancel future orders to reduce their losses. The bans on copper ore and copper concentrate, as well as sugar, are expected to be introduced this week, according to multiple trade sources in China.

09.01.2022 With Rakhi coming up on 3 August, the Department of Agriculture is asking those expecting gifts and delicacies from overseas to ensure that friends and family are aware of Australias strict biosecurity laws. Head of Biosecurity at the Department of Agriculture, Water and the Environment, Lyn OConnell, said some gifts and delicacies may not be permitted as they could pose a pest or disease threat. In the lead up to cultural events, such as Rakhi, there are particular items ...that might be sent to Australia which will be intercepted at mail centres, Ms OConnell said. This includes gifts and delicacies made from seeds, plant or animal material, which can all pose a biosecurity risk. We have already seen an increase in risk items intercepted at our mail centres this year, with 30,000 potential risk items intercepted between January and April. If you are expecting gifts or delicacies this year, make sure you do your biosecurity research and help us spread awareness of Australias biosecurity conditions. 08.01.2022 Joint ABF/AFP Media Release: A 26-year-old Malaysian national was due to appear in the Perth Magistrates Court after authorities allegedly linked him to the seizure of 52.5 grams of methamphetamine concealed in handbags sent from Malaysia. The illicit drugs were found during an examination by the Australian Border Force (ABF) at an air cargo depot in Perth. An X-ray of the parcel revealed anomalies and an ABF drug detector dog subsequently gave a positive reaction. The consig...nment included four handbags containing small sachets labelled silica desiccant, a product normally used to absorb moisture and prevent mould. It will be alleged further examination of the sachets revealed a white crystal substance, which returned a presumptive positive test for methamphetamine. The matter was referred to the Australian Federal Police (AFP), who replaced the methamphetamine with an inert substance and conducted a controlled delivery of the handbags. The AFP arrested the man a 26-year-old Malaysian national who is in Australia unlawfully shortly after his receipt of the delivery and executed a search warrant on his premises in the Perth suburb of Morley. During the search, officers found several other similar handbags and other items that were seized for evidentiary purposes. 07.01.2022 Manufacturing of medical equipment required for the treatment of COVID-19 and their urgent movement through the international supply chain has required the management of existing and new export and import controls, as well as steps to facilitate the movement of those items by air freight. An agreement was made to defer customs duty and GST (or VAT) on the import of such equipment in certain countries. In related developments, several nations have further established temporary... exemptions from customs duty otherwise payable on the imports of medical equipment. The New Policy ByLaw created allows certain COVID-19 medical items to be imported free from duty. That concession has been extended until 31 December 2020 by the creation of a new Item 57A to the fourth schedule to the Customs Tariff Act 1995 which refers to Bylaw no 2041552. It is in the best interest of all producers, importers and their licensed customs brokers to be aware of the details of these changes so that the exemptions can be implemented for future imports and for customs duty refunds to be secured. The BIR said that the ban is in line with policies applied since 2017 to crackdown on the import of foreign waste. At the start of 2018, China introduced a ban on 24 grades of solid waste, including unsorted mixed papers and post-consumer plastics, and implemented a 0.5 per cent contamination limit for all other solid waste imports. Furthermore, in 2017, the Chinese Government launched the National Sword campaign to crack down on the smuggling of solid waste, following on from 2013s Operation Green Fence and preceding the Blue Sky initiative first launched in 2018. The Ministry of Ecology and Environment announced that the revised Law on the Prevention and Control of Environmental Pollution by Solid Wastes will come into force from 1 September and will clarify the legal requirements for the identification of attributes of imported goods suspected of being solid waste. The BIR also revealed that the Ministry had published its ninth batch of waste import quotas for 2020 this week, allowing 176,746 tonnes of copper scrap, 209,660 tonnes of aluminium scrap, 4,990 tonnes of steel scrap and 1,115,426 tonnes of paper scrap to enter China. In Australia, Industrial action on the waterfront is causing increasing disruption to the movement of ships also. Two ship voyages have been greatly delayed at huge cost. A ship due to call Sydney earlier this week was faced with a five-day delay because of protected industrial action. The approximate cost of a 1 day delay for a container ship can be around $25,000 a day. The ship was forced to skip a port call in Sydney and go to the next port in the rotation; Melbourne in order to make up for delayed time. The ship had to discharge nearly 600 Sydney-destined containers at Melbourne which will now have to be rail-freighted to Sydney at considerable cost and delay. Australia is not the only country having equipment shortages; China is experiencing the same issue due to the lack of export containers within the Chinese ports. This is expected to become an issue during September and is the result of more containers being exported from China than those being imported. The lines are trying to relocate empty containers from the destination ports like Australia however with reduced capacity and voyages it is a slow process. In addition to this, some major supermarket chains have negotiated block bookings of container space, at reportedly inflated rates, with shipping lines to ensure their export space to Australia. As a result, the shipping lines have fewer general booking slots due to the reduced available capacity on vessels for freight of all kinds and ad-hoc bookings. 05.01.2022 A 20-year-old man has been arrested by Australian Border Force (ABF) officers, accused of importing five kilograms of pseudoephedrine into the country. On 20 February 2020, ABF officers examined an air cargo consignment containing wedding invitations and dresses. On closer inspection, the officers identified small plastic bags in the lining of the wedding invitations which contained a white substance. The substance tested positive to pseudoephedrine. Pseudoephedrine is an ill...egal precursor which is commonly used in the manufacture of methamphetamine or ice. Yesterday (21 July 2020), ABF officers, with the assistance of NSW Police from the St George and Bankstown Police Area Commands, executed three search warrants in Arncliffe, Bexley and Revesby. Mobile phones and other devices were seized by the ABF for further examination at all three properties. The 20-year-old man was arrested at the Bexley premises. He has been charged with the following offences: One count of intentionally importing into Australia a commercial quantity of a border controlled precursor, namely Pseudoephedrine, without approval, contrary to section 307.11 of the Criminal Code Act 1995. One count of contravening request in s201A order, being for a serious offence, contrary to s201A(4) of the Customs Act 1901. One count of hindering Commonwealth official, contrary to section 149.1(1) of the Criminal Code Act 1995. The maximum penalty he could face for importing a commercial quantity of a border controlled precursor is 25 years imprisonment and/or a fine of $1,050,000. On November 14th, ITS Martinengo, while patrolling in the Gulf of Guinea, intervened to rescue the Liberian merchant vessel Zhen Hua 7 which had suffered a pirate attack during the night. The military vessel managed to establish communications with the vessel in distress. ITS Martinengo was informed that the pirates had escaped and a crew member had been shot in the leg. The injured ...sailor was stabilized by the Martinengo ship's medical team and transferred him to the nearest hospital. 03.01.2022 The Australian Maritime Safety Authority (AMSA) is launching an inspection effort targeting cargo securing arrangements on container ships visiting Australian ports. The program, which is in response to recent incidents of containers lost overboard, is aimed at education, improving standards, and reducing the number of incidents that result in cargo being lost at sea. We have seen the serious consequence of improper cargo securing arrangements in the form of tons plastics an...d other debris washing up on our beautiful beaches and floating in our oceans, said Michael Drake, AMSA Acting General Manager of Operations. Rusted cargo securing points, improper lashings, and exceeding stack weight limits have all contributed to these incidents and ship operators should be on notice that non-compliance will not be tolerated in Australia. The focused inspection campaign, which will run between August and October 2020, will involve both extended port state control (PSC) inspections or stand-alone inspections on vessels that are not currently eligible for PSC inspection. According to AMSA, masters and shipping lines should expect that if a cargo ship visits Australia over this period that the ship will receive an inspection. As part of these efforts, the Australian authorities will also seek to ensure that the vessels are in full compliance with the international standards relating to cargo securing laid out in Chapter VI of the Safety of Life at Sea (SOLAS) Convention. 02.01.2022 The Australian Border Force (ABF) is warning Australians against importing prohibited substances, which they believe could protect against COVID-19. ABF officers are screening medical supplies coming into Australia and have seen a significant spike in detections of the herbal medicine Ephedra and Hydroxychloroquine used to treat malaria and auto-immune conditions such as Lupus and Rheumatoid Arthritis. Prior to the COVID-19 pandemic, minimal quantities of Ephedra were seen at... the border with the ABF detecting two kilograms of the drug in the first three months of 2020. As the pandemic continues to evolve, the ABF has seen a significant spike with officers detecting over 66 kilograms of the drug in April and May alone. Ephedra, a plant species often used in traditional Chinese medicine, is believed by some to be able to ease the symptoms of COVID-19. Ephedra however, is a prohibited import as it is a precursor to making Ephedrine, which can be used to manufacture the drug methamphetamine or ice. Ephedra extract is a prohibited import and a border controlled precursor under the Criminal code S 307.11(1). Importing the substance carries a maximum penalty for an individual of 25 years imprisonment and/or a fine not exceeding $1,110,000. 01.01.2022 Container lines are diverting from Beirut to Tripoli and other ports in the Mediterranean following the massive explosion at the Lebanese port, which has destroyed much of the infrastructure. Rescue efforts are continuing in Beirut following the huge blast at a warehouse in the port that is known to have caused 135 deaths and left over 4,000 injured. The main container terminal is around 1 km from the main blast site in the port. CMA CGM said that the 11,365 teu CMA CGM Lyra,... berthed at the terminal at the time of the explosion, was located 1.5 km from the blast and none of the crew were injured and the vessel was undamaged. The French line said it was establishing a logistics hub in Tripoli and all ships would be diverted to Tripoli or other terminals in the region until further notice. 01.01.2022 Australian Border Force (ABF) officers inspected two packages which arrived in Sydney via air cargo from Mexico. Both packages which were declared to contain handbags were x-rayed, and after ABF officers noted inconsistencies, they were deconstructed and inspected further. The bags were all found to have false bottoms, with each concealing another bag containing a crystalline-like substance, which was tested and returned a presumptive positive result for methylamphetamine... (ice). The matter was referred to the NSW Police Force and a total of about 2.3kg of ice was seized. During the investigation, a third package from The Netherlands and addressed a home on the Northern Beaches, was intercepted by ABF officers at the Sydney Gateway Facility. It was also found to contain 1kg of ice, which was concealed in the soles of dozens of pairs of thongs. The package was then seized by strike force investigators.
