25.01.2022 Victorian licensed firearms owners would now be aware of the recent threat by Victoria Police Licensing and Regulation Division (LRD) to reprimand, suspend or ...cancel licences of registered firearm owners who blatantly and deliberately breach the current directives of Victorias Chief Health Officer (CHO). SSAA Victoria considers this threat to be an overreach of powers granted to LRD. Be aware, it is no idle threat. SSAA Victoria is aware of LRDs suspension/ cancellation of licences of firearms owners who have received fines for breaching the current COVID-19 Stage 4 restrictions. SSAA Victoria has sought legal advice and is reviewing these cases to challenge this additional punishment. No other segment of society is facing additional punitive measures for breaching current COVID-19 restrictions. Yet again it would appear that legally licensed firearms owners are being singled out and being treated unfairly. SSAA Victoria questions the legal principle of LRDs threat and its implications for natural justice in Victoria. Why are the same standards and demands not made of Victorians in other sports or recreational pursuits? If any SSAA Victoria members have been threatened with losing their firearms licence as a result of breaching COVID-19 restrictions, the Association would encourage you to contact State Office. The Association is ready, willing and able to fight unjust treatment of shooters. While SSAA Victoria supports the directives issued by the CHO and the measures implemented to keep Victorians safe during this time, the Association believes the statement issued by LRD to be ill-considered. We also believe that LRD is acting beyond its authority and power in taking such actions. Only the SSAA Victoria has the standing and resources to challenge LRD all the way to the Supreme Court if necessary. To do so, we must work with the right instance of Police acting beyond their powers and in a way not contemplated by the Firearms Act 1996. Any challenge we undertake must be convincing to the court.

21.01.2022 CHANGE TO CONDITIONS!! All clubs - Regional and Metro. To this point there has been a limit with how many traps can be open with a 100m distance required betwee...n groups of 10. The rule is now determined as "a reasonable distance"! A reasonable distance is the distance between two trap layouts (approx 30-40 metres). This means that clubs with multiple traps can use all of their trap facilities, with 5 people per trap layout, all at the same time. BUT ....... THE MOST ESSENTIAL CONSIDERATION IS ..... there can be no congregation of people at any stage. Especially while waiting to participate. People cannot wait in groups and must isolate by waiting in their car for their turn. All other requirements remain the same - social distancing, hygiene, cleaning, noting contact details etc. Please remember that there is a 25 km distance limitation for Metropolitan members. All other regulations are now the same for both Regional and Metropolitan zones. See more

Hours of operation will be 10am to 2pm In accordance with State Government guidelines the maximum number of shooters on the ground at anyone time will be 20. All attendees will be required to complete an attendance register . You must agree to strictly comply with State Goverment Covid-19 guidelines ...which include Social Distancing . THIS HAS CHANGED!! After consultation with DHHS and Sport & Rec Victoria ....... it is NOT compulsory to wear masks while shooting! You can take your mask off while on the trap. BUT ..... you must carry your mask with you and put it on as soon as you finish shooting and before leaving your final laneway. Masks MUST be worn at all other times. See more

11.01.2022 Dear ACTA Clubs, Zones and States, This is the most recent information from Shooting Australia RE: Government advice regarding recommencement of Sport and Rec...reation Activities. (see below). It has been noted that, according to the AIS / Australian Sports Commission document, (link below), range shooting is not approved for Shooting Sports under Level A reactivation criteria. Our group met this morning to discuss this matter, given that Archery has range approval under Level A. Shooting Australia CEO Luke Van Kempen, believes that the AIS has misunderstood our situation and will have this advice reviewed. We are also attempting to extend our capacity by requesting more than 10 persons be allowed to attend shooting grounds IF a specified number of shooters per layout multiplied by the number of layouts available is approved by the Authorities and exceeds this number. (This is in reaction to some States still specifying up to 10 as the maximum number of people allowed to congregate in a mass gathering in the same place, more than 10 being considered unlawful). Additionally, there is some uncertainty as to where each state sits regarding these Levels. Victoria still appears to be at pre-Level- A while SA, Queensland, WA and NT might already be at Level B. Again, nothing has been clearly articulated in this regard at this point in time. Please note that, in the National Principals for Resumption of Sport PDF, (link also below) it states: 4. All decisions about resumption of sport and recreation activities must take place with careful reference to these National Principles following close consultation with Federal, State/Territory and/or Local Public Health Authorities, as relevant. and 11. If sporting organisations are seeking specific exemptions in order to recommence activity, particularly with regard to competitions, they are required to engage with, and where necessary seek approvals from, the respective State/Territory and/or Local Public Health Authorities regarding additional measures to reduce the risk of COVID-19 spread. It is these requirements that we are currently pursuing, both with Shooting Australia, as well as independently by preparing an ACTA COVID-19 Compliance and Restrictions for Clubs document which we will be distributing to all clubs following the consultation with and approval from the relevant Authorities. This is an important step as it allows us to lock in the controls that the Government Authorities agree are satisfactory in order for us to proceed. It will include a position statement, regulations for individuals, clubs and delivery rules, all of which need to be strictly complied with. As relaxation or bolstering of restrictions occurs, we will need to advise accordingly. Please continue to err on the side of caution as we move towards any easing of restrictions. In brief, make sure your club remains strictly compliant with all requirements. We have been advised by our insurer that failure to do so or performing any unauthorised activities will automatically void insurance covers. As always, thanks for your ongoing kind assistance. 08.01.2022 What the September 6 Roadmap announcements mean for our sport! At this point of time there is no change to the current conditions for clay target shooting in Vi...ctoria. For clubs in the Melbourne Zone - you must still remain closed and, except under exceptional circumstances such as training for high performance athletes which you must get permission for, no club activities are permitted at all. For clubs in Regional Victoria - you are still permitted to practice under strict guidelines ..... 10 people on the facility, only 2 people on a trap at a time, all other social distancing and hygiene requirements are essential. Masks are mandatory! It is unlikely that there will be any change to these arrangements until the end of September. 02.01.2022 It is with huge sigh of relief that we now see the benefit of time in lock down and the possibility of recommencing our sport. The relaxation of some element...s of the restrictions means that there is a chance that we can start again on a very limited basis. The State Executive of VCTA will be meeting this coming Friday night (May 15) to discuss the outcomes of todays announcement. VCTA will be inquiring as to how the new restrictions impact clay target shooting and whether there are any insurance or other issues to be considered. At this stage, VCTA advise for members to be patient until after the meeting Friday night. While there are some indications that practice will be possible - it will be under very restricted circumstances. No competitions are permitted at this time. Thank you for your patience at this time and we will advise you as soon as practicable of any changes.
