08.01.2022 Improving teacher quality in remote Australia In his address to the National Press Club last month, the newly-appointed Indigenous Affairs Minister, Ken Wyatt o...utlined his vision as the first Aboriginal person to be appointed to the portfolio. One of the key challenges he highlighted was geographic diversity, saying the government is committed to expanding regional models that give Indigenous Australians a real say on issues that affect them and drive local solutions for improved outcomes. He said the government needs to listen with our ears and our eyes; to have genuine conversations, not only with Indigenous leaders and peak bodies but with families, individuals and community organisations to find a way forward for a better future for Indigenous children. One of these ways is by ensuring quality education for Aboriginal and Torres Strait Islander children in remote parts of Australia. The 2019 Closing the Gap Report identified a number of key areas for educational improvement including school attendance rates, with current data showing the attendance gap widening by as much as 21.8 percentage points for Indigenous students in very remote areas compared to major cities; the need to support further development in literacy and numeracy including the recognition of the existing language skills in local Aboriginal and Torres Strait Islander communities; and the need to improve teacher quality in very remote areas as the most significant in-school determinant of student achievement. The report indicated that further work is required to improve initial teacher education programs, and professional development of the existing educator workforce, to build overall capacity to teach Aboriginal and Torres Strait Islander students; as well as increasing the number of Aboriginal and Torres Strait Islander teachers, as they are significantly underrepresented in the education workforce. To support these aims, the Australian Government is providing incentives for teachers working in very remote areas which means qualified teachers working for at least four years over a six year period in a remote school may be eligible to have their Higher Education Loan Program (HELP) debt remitted; and eligible teachers at a school in a very remote location will not be charged indexation on their accumulated HELP debt. Our Catholic school communities are serving over 22,400 Aboriginal and Torres Strait Islander students and their families across Australia, and it is an ongoing challenge to find qualified teachers to work in remote schools. For the teachers that commit to this important mission of Catholic education, the work is challenging, but ultimately rewarding (see video below). Please encourage your teachers and leaders to consider these opportunities in areas such as the Northern Territory, the Kimberleys in WA and other remote dioceses in Australia.
