In February 2019 the Council of Australian Governments (COAG) endorsed the National Principles for Child Safe Organisations and States and Territories are now developing legislation and schemes to embed these Principles.... Organisations that implement policies and procedures prior to becoming mandatory Principles will be demonstrating their leadership and commitment to child safety and wellbeing. 07.01.2022 The benefits of taking a proactive regulatory approach to Child Safety in 2019 In 2019, the landscape for child related organisations has and continues to change for child based organisations. A key driver in this change is the recommendations of the Royal Commission into Institutional Responses to Child Sexual Abuse and particularly the National Child Safe Standards. The embedding of the Child Safe Standards in an organisation requires an evaluation of the core aspects of th...e business and how it and its staff ensure this occurs in everyday practices. There are many lessons child related organisations can learn from Australian regulators who have and continue to refine to embed good governance processes in everything they do and how they regulate their area of operation. These approaches are particularly relevant to larger child related organisations or systems where they have many services representing their business and their risk is significantly spread often across jurisdictions. Key aspects a child related business should consider is: The area of quality assurance is implicit in the operation of many areas of regulation such as the National Law for Childcare, School Registration and Work, Health and Safety. In a Child Safe context it is suggested the area of quality assurance is much deeper in the sense that the quality assurance is seeking to drive and regulate human behaviours to ensure appropriate choices are made. There are many challenges in this process, not the least being the children being cared for who may act in unpredictable manners. This is because whilst if the same process is followed each time to make a shoe in a child related services this same process may not achieve the same outcome. A lesson organisations may benefit from considering is identifying strategically their compliance and enforcement approach and then considering how they practices fit into this. This demonstrates the importance of having a whole of business process to child safety. A key aspect of this is the audit and quality assurance approach which should seek to audit clearly relevant aspects of the business in high risk areas to ensure standards are being met. This approach must be structured to demonstrate good compliance practices and involve a 360 degree snapshot of the business which focuses particularly on key risk areas.
