23.01.2022 There is currently a proposal for amendments to Planning Regulations that will effectively make maintaining Local Heritage Lists an optional extra for Councils.... At the moment the regulations state: 'The local government must establish and maintain a Heritage List to identify places within the Scheme (Local Planning Scheme) area that are of cultural heritage significance and worthy of built heritage conservation.' Under the proposed amendments, the 'must' is changed to 'may'. If you are concerned about the detrimental impact this could have on heritage protections, please send a quick email saying you object to the proposal to: [email protected] by 5pm this Friday. 20.01.2022 Keep Robinson Road, Bellevue Open! This Saturday about 80 people representing local residents and businesses turned out to oppose the closure of Robinson Road i...n Bellevue. The state government wishes to close this road as part of its programme of closing at grade crossings. If this road closure goes ahead it will have a significant detrimental impact on the local road network, and impact local businesses and local residents. Well done to the Bellevue Residents and Ratepayers Association Inc for organising this meeting. The association plans to make a submission to the state government opposing this closure. 18.01.2022 We all know just how hard 2020 has been. Here in WA, our State is in the best possible position as we continue our strong recovery from COVID-19. But times are... still tough for many Western Australians, and there is always more work to do. At the start of the pandemic, to give everyone certainty, we rolled out a freeze on all household fees and charges. Today, as a result of our strong budget management over the last three years, we can now go one step further. Every household in Western Australia will receive a historic, one-off $600 Household Electricity Credit. The WA Household Electricity Credit will be automatically applied to every Synergy or Horizon Power residential account as of today. You will see it on your own bill in November and December. It'll mean WA families have a bit of extra money available in the lead up to Christmas. The $600 credit is fully funded through the recent Bell Group settlement, for the losses incurred in the Bell Group collapse in the early 1990s. It made sense that these funds go straight back to Western Australians. Especially in times like these, when people may need that bit of extra financial relief because of COVID-19. But I have a request: If this credit means you can spend some extra money, use it to support our local WA businesses. By spending local, you'll be helping to support WA jobs, support your fellow West Aussies, and keep WA safe and strong.
18.01.2022 Proposed Polo Community Event & Associated Development - Lot 234 Kings Meadow Polo Ground - Helena Street, GUILDFORD The City has received an application for a six month approval for a polo community event at King Meadows Polo Ground. The property is reserved land zoned Parks & Recreation under Metropolitan Region Scheme and is located wholly in the Development Control Area, subject to a Management Order. The Development Control Area includes the waters of the Swan and Canni...ng rivers and adjoining parks and recreation reserves. The City is a referral agency in this process and the planning authority for land wholly within the Development Control Area is the Department of Biodiversity Conservation and Attractions (DBCA). The applicant is seeking a six month approval for Sunday Common at Kings Meadow Polo Ground in Guildford. The event will run every Sunday from 25 October 2020 to 25 April 2021 (27 events).This is a free community market offering polo games, entertainment, food and retail stalls. The events will be held between 11:00am to 5:00pm and set up will commence at 8:30am. The site will be cleared no later than 7:30pm. The venue can hold up to approx. 8,000 at any one time. However, the proposal is for 1500 - 3000 at any one time (subject to COVID 19 restrictions). The event is owned and developed by not for profit organization, Perth Polo Club. Perth Polo Club aim to bring people back into the polo community, and make it accessible for people all over Perth. The Perth Polo Club has engaged KINN & Co, an event management company to organise the markets. A 20ft sea container is proposed to store equipment in association of the events. General overview within the market site there will be the following precincts: Food stalls and trucks Buskers Areas Sponsor Activations Equine Activations Community & Partner Activations Licensed area No road closures at this event. 17.01.2022 Local Heritage Surveys inform local and state governments of preservation requirements of our heritage buildings. I’ve found them to be relied on heavily during my time on council, and this article concerns me greatly. All too often there is a battle between community and developers, and financially developers always have the upper hand. Heritage Surveys are one of the few tools we have to protect our heritage buildings, and currently the only reason developers are required to do a heritage assessment prior to demolition. The proposed amendment is open for comment until September 18.

12.01.2022 The Swan Districts Hospital site will be given to the South West Aboriginal Land and Sea Council as part of a native title settlement that will transfer up to 3...20,000 ha of state land to the Noongar Boodja Trust for development and cultural purposes. 11.01.2022 For our Indigenous people caring for country was a moral imperative. Today we must care for the whole planet. This is a moral imperative. We all have a moral imperative to act and to prevent the leaders from ignoring the truth. To stand by without acting is as immoral as it is to passively standby when a murder is been committed. Indigenous people discovered the law of caring for country tens of thousands of years ago. Every child learnt this law and it caused unbearable trauma when Colonists violated this law. Modern science has brought recognition of the same law. Every child needs to learn it and our governments at all levels must be forced to stop ignoring it. 08.01.2022 Mosquito update for the Guildford area from City of Swan staff: The City has an ongoing mosquito control program in the Guildford / South Guildford area. Where breeding is detected on City owned land a treatment is undertaken to reduce mosquito numbers. Where breeding is detected on private property the owner is required to take appropriate action. Guildford and South Guildford are known to be subject to mosquito nuisance due to the close proximity of the Swan and Helena ...Rivers as well as Bennett Brook. Due to reduced flow at this time of year, these waterbodies are prone to the effects of high tides which inundate the fringing salt marsh areas leading to pooled water. Recent trapping has confirmed elevated numbers of the saltmarsh mosquito Aedes vigilax. This is an aggressive mosquito which will bite during the day and night and is known to travel considerable distances from the breeding site. Treatment was recently undertaken at several sites in Guildford and South Guildford and treatment will continue in these areas where breeding is detected. Breeding was also detected at a large private landholding and the owner requested to undertake a treatment which we understand is now scheduled. Therefore mosquito numbers are expected to decrease though this may take 2 3 weeks as the treatment interrupts the breeding cycle and does not kill adult (biting) mosquitoes. The practice of ‘fogging’ for adult mosquitoes was stopped many years ago due to the unavoidable broad exposure to the pesticide. I understand that neighbouring authorities have reported mosquito numbers significantly higher than we have detected. Residents in South Guildford may be particularly affected by the mosquito breeding in the Belmont area. Belmont, Bayswater and Bassendean also have ongoing mosquito control programs however they have very large areas of salt marsh along the river foreshore which can result in large numbers of mosquitoes particularly at this time of year.

04.01.2022 The SPLASH OF COLOUR Launch was held today to officially celebrate the indigenous men’s group painting of the Water Corporation buildings in Guildford. It was a...ttended by many local indigenous community members, City of Swan CEO and Councillors, and organisers of the initiative, the Water Corporation and CAN (Community Arts Network). The event began with a Welcome to Country delivered by Herbert Bropho. Over the last 18 months, Noongar artists Rod Garlett and Nathan Corunna have worked alongside community artists Darren Hutchens and Lawry Halden, Moorditj Maaman’s Men’s group and local Elders to create a beautiful mural inspired by Noongar dreaming stories relating to water and the cultural importance of the Derbal Yerrigan (Swan River).

04.01.2022 Last month council heard a presentation from Town Team Movement, with the idea of TTM taking over management of six buildings within the Midland Railway Workshops precinct for community use. It’s not just me who is beyond excited about this proposal - Swan Community Workshops representative David Tucker came to council on Wednesday evening in support of the idea, and would like to work with TTM to see the workshops activated by the community. This item will be heard at council this Wednesday evening, and I am hopeful that council will see the value in supporting this wonderful initiative from the Town Team Movement, as presented by the fabulous Jimmy Murphy.
03.01.2022 The City has received a development application for 30 temporary houses next to the train line in Woodbridge. Each one bedroom house is designed for a single occupant, the example in the application is for single women over 55 - the fastest growing demographic to experience homelessness. The site works includes landscaping with vegetable gardens, fruit trees, rainwater collection tanks and retaining walls to the southern and eastern property boundaries. ... People need a home, and we need to act on homelessness initiatives such as this, however I question the choice of location, right next to the noisy train line. Is it fair to place vulnerable people in such a noisy living environment? Noise like this has been shown to cause significant mental health issues. 03.01.2022 Last nights council meeting was adjourned part way through the heated debate on item 3.11, which is reconsideration of refusal of 6 security poles, up to 8m high and associated lights, loudspeakers and cameras at a property on Swan St in Guildford. The poles on the floodplain are not supported by the Dept of Biodiversity, Conversation and Attractions because they are against their policies. Likewise the poles are inconsistent with the Local Planning Scheme as well as the Gui...ldford Conservation Policy. In May council passed a unanimous decision put forward by myself to refuse these poles, but since then the proponent has taken the opportunity for it to be heard by SAT. SAT have now directed council to reconsider the refusal, and so we considered a compromise put forward by Cr Johnson but that was lost. Cr McCulloch then moved to accept the officers recommendation, which is to approve the security poles, and it was partway through this debate that the meeting was adjourned. 02.01.2022 Last night the City of Swan farewelled Mike Foley at a much publicised event. I acknowledge the many years of service the CEO has put in to the City of Swan, and preferred to express this in my own way with a farewell card. I can’t justify spending up to $10,000 on an exclusive dinner, and I cannot justify ratepayers paying for me to go to such an occasion without direct benefit to them. Since I was elected to council I have been very vocal in my wish for exclusive events s...uch as these to cease, and this has become even more necessary this year with many of our ratepayers undergoing financial stress. I have always been opposed to the expenditure on the lavish Mayoral Dinner, the Councillors Christmas Party, and other smaller exclusive events at the City of Swan. In 2017 I was elected to the events committee, and I suggested a BBQ in a local park to be far more appropriate for a councillors event. In 2018 I suggested that a BBQ be held at the Midland Town Hall, with councillors to serve the community. In 2019 I was voted off this committee, but I will always make my feelings known about these events. There are always ways of expressing gratitude that don’t cost ratepayers thousands of dollars, and at the upcoming Council budget workshop I will be advocating for this and opposing future exclusive events for councillors.

It feels like virtue signalling and not really doing anything p...ractical by posting this but the pandemic has made mass protest not so feasible. . . I’m so hopeful and inspired by young people and their understanding of the climate crisis but on the other hand it’s a cop out to say the young people will fix this, they will be the change we need. It’s not fair to put the responsibility on them for a problem we all created. Action needs to be taken now by everyone. . . Tell @scottmorrisonmp we don’t want a ‘gas led recovery’. Especially at the expense of investing in renewables. Gas is just as dirty as coal. Renewables are the way of the future and are cheaper and will create jobs. The government is dragging us backwards. . . Consume less. Buy less. Buy second hand or ethically made. Fix things rather than toss them. . .
