23.01.2022 Todays announcement of the extension of Stage 4 in Melbourne means that education and care services will continue to operate only for those families who hold a permit until 28th September. We anticipate that the Commonwealth will make an announcement shortly extending the transition payments to further support services. We will keep you posted as soon as we hear more.

20.01.2022 From Thursday 6 August, only vulnerable children and the children of permitted workers can access onsite education and care. A permitted worker can include someone working from home. This doesnt apply to every worker working from home only those working in permitted industries. Permitted workers are able to access onsite education and care if there is no one else in their household who is able to supervise their child. For example, a permitted worker in a single-par...ent household may access education and care. If there is another carer in their household, permitted workers can still access onsite education and care if that person cant supervise the child. Reasons could include the other carer working from home in a role that means they cannot supervise the child (resulting in the permitted worker not being able to do their job), the other carer completing full-time study that must be attended onsite, the other carer having a disability, or the other carer having a medical condition or chronic illness which prevents them from caring for the child. Both carers do not have to be permitted workers to access onsite education and care, but families are being asked to only access services if they have to. In line with the above, permitted workers are also able to continue with pre-existing in-home care arrangements if there is no one else in their household who is able to supervise their child. Grandparents and elderly relatives play an important role in caring for children but may be particularly vulnerable to coronavirus. The Victorian government strongly advises these types of care arrangements are avoided where possible. 19.01.2022 We asked and government listened Today, Education Minister Dan Tehan MP announced an emergency support package for education and care. The package will allow parents to keep their childrens places, guarantee educators and teachers jobs, and provide services with the funding they need to stay viable so they can be there for families once this crisis is over. Key details: Melbourne education and care services will get a 5 per cent top-up payment on top of transition ...payments they are currently receiving For those services with less than 50% CCS and whose attendance drops below 30%, this will get topped up to 50% of their revenue level In regional Victoria, the Commonwealth will extend additional payments to outside school hours care services Parents who are blocked from using education and care services over the next six weeks of lockdown will be given 30 extra days of allowable absences without having to pay a gap fee if children do not attend These are big announcements with some big changes. We know youre keen for answers, and we will continue to provide information as it comes to hand.

18.01.2022 Advocacy win for Port Phillip ECEC The City Of Port Phillip has decided to continue operating its council-run education and care services after a public interest test review. According to Bernadene Voss, Mayor, City of Port Phillip, messages from Community Child Care Association and the local community about the importance of accessible, high-quality services were heard "loud and clear". Mayor Voss says, "We now have the data to show that transitioning out of these centre...s would not be in the public interest as it would risk Council achieving its long-standing goal of ensuring that all vulnerable children have access to quality early education and care services." 08.01.2022 What your employer has to do: 1. Download the worker permit template (see below link) and fill it out Employers must use this template for all worker permits issued under this scheme. 2. Sign the worker permit... Businesses must get an authorised person to sign the worker permit. This person might be the CEO, a HR manager, an operations manager or anyone else that is suitable. They must be accountable for the details they provide. They may be contacted by Victoria Police or other enforcement agencies to confirm the details. 3. Ask the employee to sign the worker permit Businesses can email or text the worker permit to an employee. An employee may travel to work without a worker permit once to get their first permit. If a staff member calls in sick, businesses can issue an electronic worker permit for a casual worker to replace them. Get the template and all the details here: bit.ly/3icZP0V A new permit system will also be implemented to allow some families to access education and care services during Melbournes Stage 4 lockdown. What we know so far: Only children experiencing vulnerability or children of permissible workers that attest they have no-one else to supervise their children may access education and care. Children experiencing vulnerability includes those in out-of-home care or known to child protection, medically/socially vulnerable children and Koorie children. As a temporary measure, your service could issue letters for the families of these children, saying theyre permitted to attend your service. Again, we are here to bring your urgent concerns to government. 07.01.2022 Great news! James Merlino has responded to our call to provide extra support for kindergartens The Victorian Government will provide any funded kindergarten service directed to close due to a confirmed COVID-19 case with additional funding to undertake an infectious clean before re-opening. This is in addition to cleaning grants worth between $900 and $1,500 that have been offered to all services delivering a funded kinder program. The Victorian government has also a...nnounced an extension to the free sessional kinder support and a further $1.6 million in grants, which will be available via the Australian-first School Readiness Funding program for kindergartens to help deliver early childhood education to children learning at home. Kinders can use the extra funding to access a range of online programs containing high-quality play-based learning activities for parents to do with their children at home. This funding will be available to services that are not yet receiving funding through the $160 million School Readiness Funding initiative and already able to access these supports. Sessional kinders in regional and rural areas can also now access support for unfunded three-year-old kindergarten programs. For all the details, head to bit.ly/3fLRpMa

05.01.2022 Today DESE responded to our calls to clarify which services are eligible for a Special Circumstances payment through the Community Child Care Fund (CCCF): It will mainly be Melbourne OSHC services and some in regional Victoria that are eligible for this one-off payment Other service types may also be eligible The payment will be on top of the extra payments services have already received The amount will depend on how much a services low-charge hours have dropped duri...ng stage 3 and/or 4 Calculations will be based on a services attendance rate during the reference period (August 1023) The extra payment will be between 1035% of the total fees a service received during the reference period and will bring income up to around 80% Make sure your approved provider keeps an eye on their inbox as they will receive a DoucSign from DESE if your service meets the criteria More details are still to come Going forward, we have asked DESE to prioritise the issue of vacation care in Victoria, as the school holidays will begin just one week after lockdown finishes (if it does). 04.01.2022 The Employment Guarantee reflects the Departments and communitys expectation that childrens services will look after their educators and their staff permanent and casual. As the Transition Payment is paid in lieu of JobKeeper, it should be used to support educators and employees and should be passed on through wages and payments. Whilst the Transition Payment agreement only seems to prohibit redundancies (and not stand-downs without pay or decreased hours), the Dep...artment has released a statement on their website that clearly states Standing permanent staff down without pay does not meet the Employment Guarantee. As services are still receiving CCS for all enrolled children, they are expected to keep their staff employed (see here https://bit.ly/2F7atrB). Services that do not fulfil the conditions of the Transition Payment will be investigated and may be required to repay transition payments, as well as lose access to future payments. Concerned employees or parents should speak with their provider in the first instance, and can escalate matters to the tipoff line on 1800 664 231 or [email protected].
