25.01.2022 Community Safety Safety is fundamental human right and is essential to our wellbeing.The safer people feel the more likely they are to participate in and enjoy the outdoors. Community Safety needs to be a council priority and we need to develop a Community Safety Framework. Let’s design a framework where a gender, cultural, youth and vulnerable lens are applied to our community facilities, public spaces, new developments and infrastructure. It must address integration of... solar and natural light, maintenance of paths, removal of graffiti and rubbish, design of landscaping for natural surveillance, drink stations , well placed seating, good shading, interesting views , clear walk and cycling paths and creative playgrounds to encourage use. Local shopping strips are the pulse of our community a vital link the multicultural identity of Darebin, small business are a integral component of that link. Our shopping ...precincts are outdated, uninviting, our streetscapes need to be clean and upgraded, our roads need to be pothole free and our paths even. Let’s bring character from economic initiatives, build amenity and invest in our main shopping precincts. Provide planter boxes, create that community hub, and deliver on the Preston precinct plan. Build a Go Local, Grow Local program to support small businesses and stimulate the micro economy. Darebin Council acted on my urgent motion submitted 6 June 2020 for the extension of the hospitality footprint for the traders and build superior streetscapes. Stage 4 restrictions have slowed down that roll out. We need to recreate the European piazzas, the parklets, bringing energy, vitality, the pulse back to our streets, open empty council buildings, vacant shops, parks for events, pop-ups including theatre, music and the arts. Assist businesses with social media training and identify alternate business models. Ensure Darebin's micro-economy thrives, invest in local jobs and capital works. 22.01.2022 Hi all, some of you would have received these orchestrated flyers delivered by a political party. There will be more orchestrated flyers to mislead voters. I would like to provide you with some clarity. In July, the capital budget was debated, an amendment to install soap dispensers with no monetary value was debated and lost. Some councillors voted against the motion due to the items below:... 1) Soap dispenser trials had already began earlier in the year. This was a trial to tackle the issues surrounding vandalism and theft of dispensers in public toilets. The trial ceased in May and the roll out had already commenced when the budget was debated. Now the operational budget had already allowed for the roll out of the soap dispensers. The budget that was debated on was not the operational budget but capital budget. If we had voted for this extra item we would have double dipped added the item to the operational budget and the capital budget. This flyer is misleading and was orchestrated for theatrics especially to make the community think twice re-election time. Why would a councillor not want soap in public toilets? I am a pandemic officer and I am aware of the importance of hand hygiene. My policy platform material has been for the upgrade to contactless technology for public toilets. Soap, pedal flushes. For the record here is my policy statement on public toilets and community hygiene control.

20.01.2022 In my term as a Darebin Councillor we delivered: The Octopus School Program. Now in it's third year the initiave is aimed at making walking, cycling, skating and scooting to school safe, easy and fun for families.... The winning school receives financial investment to underpin the outcomes. Reservoir Views Primary School was the recipient fo Octopus School Program. Reservoir Views Primary School has received a brand new bike shed, and fleet of children's bicycles to support active travel and Bike Ed. Newlands Primary School in 2019 and They have received new bike an weekly active travel competition, and in 2018 a competition was held to design decals that were applied to the road surface outside the school. The image below shows the active travel mural that students help design as part of the program. Reservoir West Primary School piloted the Octopus School Program during 2018. This included intensive consultation with the school to determine an approach to increase the numbers of students walking, cycling and scooting to school. The school is now running Bike Ed for all students in Grade 3 to Grade 6, with the use of their brand new fleet of 18 bicycles, stored in their newly built bike shed. #pandemicfreezone

20.01.2022 As the Chair of the Metropolitan Local Government Waste Forum, I view waste as a resource. Often waste is viewed as an item we reject, discard and throw away. Consumerism, modern technology, our antiquated views, lack of mandatory product stewardship together with our disposal society is vastly to blame. Did you know that the Hallam Landfill site will close in the next seven to ten years? With Melbourne’s current population growth, urgent st...rategic planning is required to address the excess waste generated. As our metropolitan landfills increase and landfill levy escalates we need to boost our resource recovery infrastructure, to cut costs. We need to reduce waste sent to landfill, increase commercial and residential organic waste recovery, deliver community and environmental benefits, plan for Darebin’s population growth and address consumer behavioural change. We need industry innovation and reduction of waste to landfill. In order to undertake this we require to implement a superior hard rubbish service that addresses, Collection, recycles, repair and reuse solutions. Provide a weekly food organics bin, introduce a textile recovery service, ensure that a comprehensive waste service is provide to all multi-unit developments and commercial buildings, work with other councils to build a large scale anaerobic digestion facility, advocate for a superior Container Deposit Scheme in Victoria and toughen penalties for those who dump rubbish, chemicals and asbestos. 19.01.2022 ’ /- To drive economic recovery we need to support the entrepreneurs, the innovators, those who foster those new ideas, goods, services, or procedures. We need to provide an environment for those that who want to start up a business, or accelerate their business growth. How do we do that? Via the creation of incubator or a co-network hub, together with accelerated programs and processes. The creation of a co-networking hub/busines...s incubator is to provide a platform, share overheads, and space. Financial success begins with a significant reduction of overheads, due to the sharing of the operating costs. Furthermore, need to find extra capital injection or capital structures means you can focus more on your business, the service delivery, the manufacturing the core of your business. Imagine sharing a commercial kitchen, a warehouse, a serviced office. It’s possible Darebin already have the Melbourne Innovation Centre, let’s build on that model. 17.01.2022 There was more than a physical fog, that lingered over us, during the hot summer of ’19-‘20. There was also the haze on the debate on Climate Emergency/Change/Action. Our traditional summer of celebration with family and friends was clouded by the disastrous bushfires that ravaged our treasured flora, fauna and took precious lives. Our generation, witnessed unprecedented bushfires, severe floods and intense droughts. Australia is the driest in...habited continent in the world and highly vulnerable. So Why, is the debate on Climate Emergency so divided? How do we bring both sides of the deliberation along the journey, as some are feeling disenfranchised, rather than splitting and dividing we need to collectively walk the path together. Perhaps we need to put aside difference of opinions but start with Conversation on How do we Invest our Future. Collaboration is the key for inaction is not an option. Since Council first declared a state of climate emergency in 2017, 31 countries have followed, we have rolled out the largest local rooftop solar program in Australia, introduced food waste recycling, eliminated single-use plastic products at Council events, helped local businesses become more sustainable, advocated for change to other governments, ensured the NARQ will not be powered by gas, entered in a Power Purchasing Agreement (PPA) to switch to renewable sources, hosted a Climate Emergency Conference and planted a record amout of trees. It is anticipated that this further work will be developed this year and community consultation will occur in early 2021. Here are the gaps identified in the Central Ward. 05.01.2022 The Oakhill Precinct located on the corner of Tyler st & Plenty rd Streetscape has needed attention for a number of years. So what is currently planned? Footpath renewal works for this precinct are planned for October 2020. Council’s 20/21 capital works program includes a streetscape improvement project for this precinct and it is anticipated that these works will be carried out in the first half of 2021. These works are still being scoped but may include additional footpath works, new street furniture and signage and additional items which improve pedestrian access and improve the amenity for local traders (street trees, planter boxes and public art). Looking for to seeing this project.

01.01.2022 Today was a black and white, nothing to do with my beloved soccer and football clubs, but a day where the polar end of the spectrum are experienced. The darkness, the black matter one ignores and pushes aside, bubbles away until it reaches its climax, the critical point, just like when a kettle boils and the lid elevates and whistles. I received a call from the bully who delivered a riddle, the riddle of course was that he would arrange the defacing of my billboards as a ...warning. That was my kettle moment. The defacing of my property is much more though. The bully took it out of the one on one discussion to the public eye. I somehow blame myself, did I get to comfortable with the bad behaviour, it was so often replicated, that it became a cultural norm. You see harassment, stalking, and accumulative bully behaviour is what some would say is normal for anyone in political arena. Or is it? Politics should be about serving the community, not about an egomaniac belting his chest like a gorilla. Some of you may say grow up Messina, you choose this arena, it comes with the territory. Who decided that it came with the territory? Politics should not be about pointing fingers, chest pounding. Now let’s flip it. When did we allow vandalism, graffiti to be normal. Look around Melbourne, why do we allow the act of vandalism, to deface, destruct any property acceptable in society. It’s a crime and we do nothing. When did it become normal to say go ahead vandalise our property, go ahead continue your chest pounding. That gorilla will pound his chest once to often and in the mist he will be exposed.
