Georgina Mitchell Court reporter A NSW Coroner has called for young Indigenous men to be diverted away from the criminal justice system to reduce the number of deaths in custody after ruling in an inquest that a man who died in custody three years ago took his own life. Tane Chatfield, 22, was found unresponsive in his cell at Tamworth Correctional Centre by another inmate on the morning of September 20, 2017. He died in hospital two days later. In July this year, during an inquest at Lidcombe Coroners Court, Mr Chatfield’s family said he was killed by the prison system ‘‘no matter what happened in that cell’’. ‘‘The constant pressure, the violence, being away from the family he loved we saw him change after the time he spent inside. He was pushed to breaking point,’’ the family said in a statement.‘‘ We say that the prison system itself is destructive and the bars must come down.’’ The family had previously cast doubt on the claim Mr Chatfield died by suicide because he was in the middle of a District Court trial which was going in his favour. Deputy State Coroner Harriet Grahame yesterday found Mr Chatfield took his own life, noting CCTV of his cell door showed no one went in or out in the 46-minute period he was left alone before he was found unconscious. Ms Grahame found the Gamilaraay, Gumbaynggirr and Wakka Wakka man was faced with an ‘‘obvious hanging point’’ in his cell, and took his life in what was probably ‘‘an impulsive act ... at a time of great despair’’. Indigenous adults make up about 2 per cent of the population, but 27 per cent of the national prison population. Ms Grahame said such over-representation was accurately described as a national disgrace and noted Mr Chatfield’s inquest was not the first ‘‘impulsive Indigenous suicide’’ in custody she has presided over this year.‘‘I remain enormously troubled by the occurrence of these events,’’ Ms Grahame said. ‘‘Once again it is incumbent upon me to stress that if we are to reduce the number of Aboriginal deaths in custody, we need to grapple with the underlying causes of overrepresentation. ‘‘Quite simply, more young Aboriginal men like Tane must be diverted away from the criminal justice system if we are to reduce the number of Aboriginal deaths in custody nationally.’’ Ms Grahame said Mr Chatfield was first detained at the age of 14, and his death must be understood ‘‘in its context of real social injustice, ongoing dispossession and his lived experience of intergenerational trauma’’. ‘‘Tane’s mother echoed this sentiment during the family statements when she told me directly that Tane was killed by the prison system,’’ Ms Grahame said. ‘‘I acknowledge the truth and pain of her words.’’ She said the issue of obvious hanging points was raised 30 years ago, at the Royal Commission into Aboriginal Deaths in Custody, but clearly remains unresolved today. Our Koori staff got to reconnect to culture through artwork and the day also provided the opportunity for non-Aboriginal staff to learn more about how Aboriginal people and communities connect and tell stories through our artwork. Culture is the foundation of all the work we do and today really highlighted and reinforced the importance of continuing to... embed culture in all we do. 08.01.2022 Deadly Connections Community & Justice Services Limited Media Release Press Conference - TOMORROW Friday August 21 Black Lives Matter - call for urgent change to justice system ahead of NSW Parliamentary Inquiry... First Nations advocates and families of people who have died in custody will hold a press conference behind NSW Parliament House tomorrow (Friday August 21), putting forward demands for fundamental change to the justice system. This marks the closure of submissions into an upcoming Parliamentary Inquiry into the disgraceful over representation of First Nations people in NSW prisons and the lack of justice for people killed in custody. The Parliamentary Inquiry was initiated in response to the huge Black Lives Matter protests in June and July. Key demands from advocates include urgent investment in community-based programs as an alternative to prison and the creation of a body to investigate deaths in custody that is completely independent of the NSW police and Corrections. Colin and Nioka Chatfield, father and mother of Tane Chatfield who died in Tamworth prison in 2017, will address the press conference about the destructive impact of current investigation processes that fail to involve families or deliver justice. Keenan Mundine (Co-Founder & Ambassador of Deadly Connections), will speak about the urgent need to redirect investment from the prison system into self-determined programs. Keenan has lived experience of the prison system and dealing with the trauma of deaths in custody.
