09.01.2022 Local landmark building for sale. 3 Carlingford Road is half of the privately owned site that is being proposed to be developed by Oakstand together with the Coles Supermarket site is up for sale. A majority of the tenancies in the building have a demolition clause in their lease and it has been a landmark building for over 30 years. Castletons - Chartered Accounts are the only original tenants remaining in the building and the original Nettleton Tribe design has stood the ...test of time. Originally built in the confrontational days with the BLF the construction was stalled when Jack Mundy was jailed for contempt of Court and the site was littered with Free Jack Mundy banners. The development of this site needs the merger of the Coles site with the Parramatta Council carpark to make a vibrant business and community town centre development. Development of this site on its own without significant commercial content would be a disastrous outcome for Epping and just add to the dormitory population that is developing in the Epping CBD. 05.01.2022 The ECC Annual General Meeting was held on November 22nd 2017. The following were elected to represent the Community: President/Treasurer Tony Hackett Vice President Andrew Christie Secretary Betty Ockerlander ... Executive positions: 1 Robert Cameron 2 Taj Mawass 3 Robert Tosswill 4 Joanna Love 5 Arul Niles 6 Sue Ingleton The President presented his annual Report - Tony Hackett: It has been a disappointing year as there were not enough public functions. Thank you to the committee especially Andrew Christie who attended a lot of extra meetings and Betty who did a lot of extra work. We commissioned Roberts Day to do a report and submit the AGC building objections. The council had been removed and we had dealing with the Administrator, Amanda Chadwick and developed a good relationship with her. We attended a number of workshops and directed meetings to come up with a draft planning review document. Amanda then formulated a document to take to Council which they are now considering. We eagerly await the much-awaited Transport Plan which is now due in March. Other highlights this year. We hosted Ed Blakely, West Central District Commissioner and gave him a tour showing him the issues we were facing. He seemed interested at the time as did the Minister for Planning who gave similar platitudes but nothing is really happening. We appreciated the Ministers time and are waiting to see what may come of it. At the request of our Minister for Parliament John Alexander we hosted the Minister for Small Business Michael McCormack and showed him around the local shops and then went to Cale properties where there were a couple of assistant dogs that they were quite amused by and then up to Copeland Publishing. Our advocacy extended to JPPP meetings which Andrew Christie spoke at. We believe that the decisions are made prior to these meetings being held. Thank you Damien Tudehope for participation and assistance given. He is on track with Epping Office Park and our need for commercial on this site. Tony had a meeting with Oakstand Property Group and they are extremely frustrated that it has been 3 years with no results. Ami Weinstock who runs Coles is also frustrated. They have updated plans to include a child care and large medical centre. Their threat is now that if they cannot get through with council they will do the very basic ugly complying development buildings which will mean that Coles would not operate for 2.5 years. Tony would like to acknowledge Andrew Halmarick who is not standing for the board as he needs to move out of the area due to lack of commercial space.

"The Chamber will continue to lobby Transport NSW and Dept of Planning & Environment in regard to increasing significantly the commercial content to be mandated in this development." "Landcom are the Government Real Estate Agents and their mandate is to get a maximum return in the shortest period of time which does not nece...ssarily align with the best community outcome" he commented On November 30, ECC President Tony Hackett received a letter from Landcom (owners of the old Epping Office Park on Beecroft Road) following a Meeting he attended with them. The letter indicates that "Following Landcoms Stakeholder engagement with the ECC, Lord Mayor, Councillors, Council Officers and local Epping residents, Landcom has deferred the release of the Expressions of Interest (EOI) for this site until early 2018".... We will keep everyone updated as soon as we get more information.

04.01.2022 There will be a BIG agenda item for Epping at the upcoming Council meeting. In response to feedback from sections of the community, the Council has been work...ing on a strategy to increase commercial floor space on certain land within the Epping Town Centre. Since the 2014 Epping Urban Activation Precinct rezoning, new development within the B2 Local Centre zoning (see diagram) has reduced the amount of commercial floor space (and therefore jobs) within the Epping Town Centre. New developments are typically replacing large and small- scale offices with shop top housing. These developments only provide ground floor retail or business premises with residential towers above and little or no floor space for other job generating activities. The report considers 3 potential planning options for the Epping Town Centre: Option 1 no change to planning controls and based on current development trends this will result in only ground floor retail/business floor space; or Option 2 - mandate a minimum amount of non-residential floor space within the current maximum floor space ratio (FSR) and height controls; or Option 3 - mandate a minimum amount of non-residential floor space in addition to the current permitted maximum floor space ratio and height controls. Both Options 2 & 3 will ensure any change of use proposed on the first three levels would not allow residential uses. This report recommends - giving approval for the CEO to prepare a Planning Proposal based on planning approach ‘Option 3’ (seeking to report below), then forwarding a Planning Proposal to the Department of Planning, Industry and Environment with a request for a Gateway Determination. The Council Officer’s recommendation of Option 3 is based on the market’s likely response to the proposed planning controls (as opposed to Option 2) believing this approach will most likely achieve the anticipated additional demand for commercial floorspace in Epping. Council officers also acknowledge that there will be adverse impact by pursing Option 3 in relation to increased overshadowing and traffic. Option 2 will also see some impact on traffic.
