Theodore Water vice-chairman and local irrigator Peter French welcomed the move, saying it would herald significant benefits for both irrigators and the community. ... While we understand that there has been a strong response, we have also been advised that the post has been slower than expected. Given the importance of the decision and to ensure all holders have a chance for their forms to arrive in Brisbane, the Board has decided to extend the date by which forms can be received to 5pm on 11 March 2019, ... provided they are postmarked on or before 1 March 2019. 23.01.2022 STRONG SUPPORT FOR EMERALD TRANSITION TO LOCAL WATER MANAGEMENT Following a vote by Emerald channel water allocation holders, local irrigators are set to take over management of the distribution scheme after strong support was received for the move. The scheme will be locally owned through a not-for-profit company, Fairbairn Irrigation Network Limited (FIN). Emerald will be the third Queensland channel scheme to be transferred to local irrigators, after the St George and Theo...dore schemes successfully transitioned to local management last year. While counting of Emerald voting forms is still being finalised, the responses received to date mean that support has surpassed the requirement that customers representing 70% of the water allocation (by volume) support the proposal for local management to proceed. The offer to Emerald water holders to own the scheme, including a $2.5 million separation payment, closed last week (Friday, 1 March 2019), after a long process of consultation that commenced in 2012. The FIN Board, which negotiated the terms of the transfer with the State Government, welcomed the strong support from water holders and, the Chair, Anne Marie OCallaghan, thanked everyone for participating in the process. The support for local ownership of distribution assets represents a real opportunity for water holders to generate operational cost efficiencies and maximise control over distribution prices, Ms OCallaghan said. Our goal is to ensure the long-term sustainability of the scheme, with a flexible and consultative approach to operating the business. As a not-for-profit entity, FIN will ensure that surplus revenues are reinvested in the scheme using local services as much as possible, which will benefit both water holders and the local community, she said. The Emerald channel scheme will be transferred to FIN on 1 July 2019 subject to finalisation of the remaining transfer conditions. Bulk water supply assets such as the Fairbairn Dam will remain owned and operated by SunWater. FIN will maintain the existing depot and office in Emerald town, and the very experienced SunWater staff will transfer over to FIN and continue to manage the day to day functions of the scheme. We are looking forward the next phase of the scheme, one that is tailored and responsive to the needs of the channel customers, and they will have a greater say in water pricing and future renewal and refurbishment of the scheme, Ms OCallaghan said. 21.01.2022 Great news !!! The Transfer Deed has now been signed off. This means that we can start finalising the Offer Document. We are expecting the Offer Document to be posted out mid January.

20.01.2022 UPDATE TRANSITION NEGOTIATIONS FINALISED Last week FIN finalised negotiations with the Government on the terms and conditions of a Transition Transfer Agreeme...nt. After a lengthy negotiation period, the FIN board signed off on the final Transfer Deed and it is now with the Government awaiting formal sign off. What does this mean? Once the Minister signs the Transfer Deed, a formal offer will be mailed to all water allocation holders for consideration and voting. The Offer documents will include a summary of the agreement and commentary from the FIN board, a detailed Offer document, and a voting card form. We are looking forward to meeting with irrigators once the Offer document has been released and detailed information is available for discussion. As we get closer to the date we will post updates on this page.

11.01.2022 Service Update for Customers COVID-19 Response, March 2020 Dear Customer, As the world faces uncertain times due to COVID-19, FIN is preparing to do business differently while ensuring continuity of water supply for all customers.... We understand the importance of FINs role in our community through the services we provide to our customers whose success is an essential element of our regions prosperity. As such, we are taking the threat very seriously and have enacted a three-stage action plan to address various levels of risk while keeping the business working. As we move to stage two, our internal business operations have required significant change to protect staff. How will our business be affected? FIN has received confirmation that our business activity is likely to be classified as an Essential Service under the agricultural food supply category and therefore should not require any cessation of operations. Water ordering and water deliveries will not change from the current arrangements. Our office and depot will be closed to customers and the public for the foreseeable future, however staff will continue to work either from home or with restricted access to the depot. To ensure our staff remain healthy, protected and able to do their job, we have introduced a staged action plan that provides safeguards for everyone while at work. These actions include stringent address of personnel and workplace hygiene measures, workplace social interaction planning and safe distancing. Our planning also considers staff absences and minimal resourcing levels should our workforce be reduced due to the virus. We have arranged resource sharing with SunWater for the continued operation and control of our irrigation network including Selma Pump Station and the Weemah Offtakes at Fairbairn Dam. Staff operating in the field are required to maintain safe social distance from customers, contractors and the public of at least two metres. We seek your cooperation and support for this measure to ensure the safety of our staff and yourself. Maintenance activities requiring more than one person may take a little longer to plan as we undertake revision of our safe work method statement to incorporate the COVID-19 threat. Non- essential maintenance may be delayed in order to avoid risk to staff. We continue to monitor information and advice coming from the Australian Government Department of Health and will revise our plans accordingly. Dear Fairbairn Irrigation Network Customer, As you are aware, Fairbairn Irrigation Network Ltd (FIN) has been actively recruiting for a General Manager since we transitioned on 1 July last year. ... This has involved an extensive recruitment process using local and professional resources, shortlisting and interviewing some very talented candidates from across Australia. FIN is now delighted to announce the appointment of Geoff Beard as its fulltime General Manager, effective 4 May 2020. Geoff has been working with FIN since July 2019 as the Acting General Manager and is a highly experienced executive and collaborative leader with extensive expertise in irrigation and scheme management. We enthusiastically welcome Geoff to the position and look forward to his leadership in the next phase of FINs development. Geoff comes to FIN after eighteen months with Theodore Water where he played an integral role in ensuring Theodore Waters successful operation post-transition to Local Management. Prior to Theodore, he served at Murrumbidgee Irrigation Pty Ltd for over 30 years, working in a variety of roles including Operations Executive and Acting CEO. He was responsible for leading the Irrigation Services, Infrastructure Services and Asset Management functions, including the establishment of standards, implementation and integration of supply and drainage services, asset maintenance and asset renewal programs.
