LOOKING BACK AT SEPTEMBER | Analytics & Property Insights... The latest CoreLogic data for September is out and has seen six of the countries eight major capital cities increase in value. In September, dwelling values increased in Perth (0.2%), Canberra (0.4%), Hobart (0.4%), Brisbane (0.5%), Adelaide (0.8%), and Darwin (1.6%). Values in Sydney fell by just 0.3%, while auction clearance rates continue to remain strong. The lowest in house prices continues to be Melbourne, on the back of their second set of lockdown measures. Interestingly, the cumulative loss to date during the COVID period has been just 2.8% according to CoreLogic. However, there are many areas that are higher than their pre-COVD levels. 17.01.2022 - With the introduction of Stage 4 restrictions in metropolitan Melbourne (effective from 2 August 2020) and Stage 3 restrictions in regional Victoria (effective from 5 August 2020), the Commissioner of State Revenue is exercising his discretion under the National Partnership Agreement to extend the HomeBuilder Grants construction commencement requirement by 3 months. This means that all applicants for the HomeBui...lder Grant in Victoria now have 6 months to commence construction from when the eligible HomeBuilder contract is signed. The Commissioner does not have the discretion to grant any extensions beyond this additional 3-month extension. The move has been announced in the Victorian Budget 2020/21, which invests $1.5 billion in new tax relief for Victorian businesses and families.... This includes a stamp duty concession of up to 50 per cent* for homes valued at up to $1 million. It is for contracts entered into from 25 November to 30 June 2021. Relief will be targeted at newly built or off-the-plan homes, which will receive a 50 per cent waiver. Existing homes will be eligible for a 25 per cent waiver. A first home buyer, for example, purchasing an existing home worth $700,000 would be eligible for both the first home buyer duty concession and then the new 25 per cent waiver, totalling tax relief of some $18,500. With a waiver on stamp duty, we’ll help more Victorians find their home and get more Victorians back to work, Treasurer Tim Pallas said.

Announced as part of the NSW Budget 2020-21, the state government is to launch a public consultation to seek the community’s view on tax reform to reduce the upfront costs for buyers and remove "one of the biggest financial barriers to home ownership". The proposed model would give buyers a choice to axe stamp duty at the poi...nt of purchase and choose an annual property charge instead. The consultation process outlines a proposed model that would: Give people purchasing a property the choice between paying stamp duty upfront or opting for the smaller annual property tax; Enable people who opt-in to the system to also eliminate any land tax liability; Ensure that the current property owners who are not buying or selling are not affected; Replace the current stamp duty concessions provided to first home buyers with a new grant; and The proposed model includes a property tax rate that would support and incentivise home ownership with a lower rate for owner-occupiers and higher rates for investors and commercial properties.
