21.01.2022 We have received communication from many HAP supporters who are concerned about the COVID-19 Omnibus (Emergency Measures) and Other Acts Amendment Bill 2020". This Bill has been described as one "of the most horrific attacks on democratic freedoms introduced by a Western government" and rightfully so. The HAP is deeply concerned by the implications of this Bill and will be launching a campaign in the coming days to encourage Victorians to engage with their political represen...tatives in the Legislative Council to express their concerns. The Bill gives the Department of Health & Human Services power to appoint "Authorised Officers" to arrest and indefinitely detain anyone they deem to be a high risk or anyone they "reasonably" believe is "likely" to refuse to follow a directive. The definition of Authorised officer is so broad that anyone, whether having any formal qualification or training, could be appointed. The Bill brought to the Legislative Assembly (Lower House) was introduced by the Labor Party and was supported by the Greens and Independents Ms Suzanna Sheed & Ms Ali Cupper. It was rejected by the Liberals & Nationals and Independent Mr Russell Northe. The passage of the Bill now rests with members of the Legislative Council (Upper House) who are due to debate the Bill in mid October. It is expected the Greens will support the Bill with possible amendments if Samantha Ratnam returns from her maternity leave to vote yes as she did with the State of Emergency extension. Animal Justice Party's Andy Meddick and Reason Party's Fiona Pattern are likely to be the deciding vote. The HAP will continue to communicate with our supporters about the progress of the campaign and Bill.

15.01.2022 Please note the wording - "Workers in high-risk industries ..." "After in the Survallience Testing Progam ..."... While this seems to imply that testing will not be mandatory, if the Victorian Covid19 Omnibus Bill passes, individuals could be detained for an unspecified period of time for refusing to be tested. Why? The Bill allows authorised officers to exercise emergency powers to arrest and indefinitely detain anyone they deem to be a high risk or anyone they believe is to refuse to follow a directive. A high risk person is described as someone that has been diagnosed with COVID-19 and has not been given clearance from self-isolation OR with COVID-19. VICTORIANS: Do not be complacent. This Bill has a good chance of being defeated and rests on just a few crossbenchers.
