Welcome to another Edition of Mike’s Mumbles Environmental Flows, How It Works & Cup Half Full Thinking The email below regarding Environmental Water Releases from GMW has got me thinking and with some time due to Covid19 Restrictions, I thought that I would share my thoughts. Firstly, a Thank You to GMW for sharing this information, in a timely manner. Secondly, if people have comments, positive or negative about the Environmental Releases the comments should be directed to the Goulburn Broken Catchment Management Authority (GBCMA) and not GMW. GMW only release Water after the owner of the Water Rights asks for it to be released and this has to be within the Operating Rules of the River. The Commonwealth Environmental Water Holder and the Victorian Environmental Water Holder manage the Water Rights that are owned by the Federal and State Governments for the Environment. The Commonwealth Environmental Water Holder and the Victorian Environmental Water Holder put together Annual Watering Plans as to when they will use this Water for the Environment. These Watering Plans are worked out with the relevant Catchment Management Authority, in this case the GBCMA. The GBCMA then implements the Watering Plan. I am not making comment here on whether the use of Water for the Environment and not Food Production is a good thing or not. That is a whole different discussion. However, from a Lake Eildon Recreation Perspective, I can make the following comment. The Water that is now owned for Environmental Water Use was once owned by the Irrigation Farmer. It is NOT extra Water. The Federal & State Governments purchased these Water Rights from the Farmer through different mechanisms. These Environmental Water Rights only have the same Water Rights as they had when they were owned by Irrigation Farmers. Consequently, the Environmental Water Right has an allocation each year, which is the same as the Irrigation Farmers Water Right. Currently, with the amount of water stored in the entire Goulburn System only 47% of their Water Rights is available. It is expected this will change upwards as we get further into the Season. Traditionally, the Irrigation Farmers plan to use their water when they require it most and this is normally in Summer, late Summer and they always keep an amount for Autumn; just in case there is a late Autumn Break in the weather. On the other hand, the Environmental Water Holders tend to want to use the water they manage in the Spring. At the end of the Discharge or Water Release Season the same amount of Water has been used. Previously, the Discharge Season was known as the Irrigation Season; However, with the Environment now having Rights to a large amount of Water it is difficult to classify it as Irrigation. If the Irrigation Farmer and the Environmental Water Holder do not use all of their Water Allocation in a Discharge Season, they can, under certain conditions, hold this water in the Bank, i.e. Lake Eildon and use it the next Discharge Season; This is called Carryover Water. From a Lake Eildon Recreation Perspective this is a good thing as more water can be stored in Lake Eildon for longer, keeping Water Levels higher longer. As a general rule, but not always, the Environmental Water Holders do tend to keep some Water in the Bank, as Carryover Water. Hope this assists people understand the mechanisms of water releases and environmental water releases. As I said earlier, there is a whole different discussion as to the use of Water for the Environment and not for Food Production. This has had serious impacts on Rural Communities and the question can be asked as to whether the use of the Environmental Water is actually making the difference to the Environment that it is claimed it would. The reality is the answers are not black and white and there is a certain amount of right with both sides of this discussion; finding the best compromise that recognises the reality of the current situation, and then possible solutions, I think, is where we should be heading. By reality I mean a couple of things. Firstly, while there are Carp in the system, in the prolific numbers they are, much of the Environmental Water is wasted. Carp destroy the Environment in a River System. Secondly, we have Lake Eildon, it is a DAM, we are not going to pull it down, so we have a Regulated River System and not a Natural River System. We cannot expect the Regulated River System to be a Natural River System. This has significant implications as to how best to manage the River for the diverse outcomes sought by different interest groups. Thirdly, Environmental Water being released down a River System is NOT the Silver Bullet to fix the so-called Environmental Health of a River System. It should be seen as only a part of the Solution. There needs to be a holistic approach which includes amongst other things Carp Removal; Riparian Zone Management; a term which is often misused or misunderstood in Whole Farm Management; Waste Water Management and more. The principles embedded in Peter Andrew’s Natural Sequence Farming are one example of Excellent Whole Farm Planning. Guess what, the results of Natural Sequence Farming are a big Win for the Farmer and a big Win for the Environment. People have often said to me, there is a scarcity of Water and there is not enough to meet all the needs of the different interests. To me this is the Cup is Half Empty thinking; I like to think the Cup is Half Full. Our Forefathers used great foresight and vision to build Lake Eildon. In the early 1950’s this took a great amount of taxpayers money. It has delivered a Food Bowl to feed this Nation and beyond with good clean food and created many great jobs in a Rural Area for over 70 years. The amazing thing about Lake Eildon is it transports the Water to where it is needed to grow Food without Pumps and uses Gravity. Lake Eildon was a Nation Building Project that came about with the amazing vision and foresight of our early Leaders. Where is this type of thinking these days? With the Lake Eildon example in my mind, I look around Australia to see where there is an abundance of Water. Lake Argyle outside Kununurra in North West W.A. Too far away from the Murray Darling Basin. Southern Queensland and Northern NSW, there appears to be lots of water that runs out to the Sea from these areas. Just maybe a couple of Dams could collect this flood water in the Wet Seasons. Then how do we get this Water to the Murray Darling Basin? Pumping is too expensive. I see all these tunnelling machines building Freeways and Railways under our major Cities that stretch for miles. I know they are not cheap, but glass Half Full Thinking says once the Tunnel is built and delivers Water via gravity to the Upper Tributaries of the Darling River System then gravity takes over again as the water flows down to meet the Darling River and eventually to the Murray River. We have now introduced another source of water. It is envisaged, like at Lake Eildon, that Hydro-Electricity would be an important benefit of this scenario. This new Water should take off the stress from current water users and have more to meet the conflicting interests. A win for the Farmer/Jobs in Rural Communities and a Win for the Environment. I think of the Billions of Dollars that has already been invested in Buying Back Water from a limited supply; redistributing a limited supply of Water and having the consequences on Jobs and Wealth in Rural Areas. To me, the Glass Half Full Scenario of increasing the Supply is a better long term solution and use of the Taxpayers money. A scenario like the vision and foresight of our forefathers that built Lake Eildon. When discussing a scenario like this, there is one thing that requires sorting. Victoria and N.S.W. manage their Annual Water Allocations completely differently. They have to be brought into alignment and this extra water may present the opportunity for this to happen. To me, the Victorian System is far superior. With Lake Eildon, there always has to be enough water left in the System for next Year. The NSW System does not protect water for the following year. The Victorian System provides far greater Security of Supply and this has a significant impact on the type of Agriculture that takes place in Victoria compared to much of NSW. In the Victorian Goulburn Murray Irrigation District, the predominant Agriculture is Horticulture and Dairy. The Food that is produced is then processed in local Factories creating Jobs in our Rural Towns. On the NSW side of the Border, the Riverina, due to this limited security of water supply you tend to see far more Annual Crops like Rice & Cotton. If there is no water, you don’t plant it; if there is you do plant it. The above comparison might be a little simplistic but the message about security of water supply is fundamental. Again, our Forefathers in Victoria, got it right. Email from GMW: From: Eflows Lower Goulburn Sent: Friday, 4 September 2020 4:55 PM Subject: Lower Goulburn River flows for September and October 2020 Dear Customer UPDATE: Lower Goulburn River flows for September and October 2020 Goulburn-Murray Water (GMW) would like to advise that the Goulburn Broken Catchment Management Authority (GBCMA) is planning for the potential delivery of environmental flows between mid-September and mid-October this spring. Currently Waranga Basin is full and irrigation demand is low meaning most inflow to Goulburn Weir is currently being passed through to the lower Goulburn River. As a result, the lower Goulburn River is currently operating as an unregulated river with flows dependant on rainfall and run-off in the catchment downstream of Lake Eildon. These conditions have the potential to continue through September and October depending on continued rainfall and run-off. Use of environmental water over the mid-September to mid-October period may be used to supplement flows already occurring in the lower Goulburn River. For example, environmental water may be used to prolong a rise in the river, however if conditions dry out significantly, an environmental delivery similar to previous seasons may occur, where flows are maintained above 5,600 ML/d for a period of about one week. The GBCMA are also, at this stage, planning to deliver a short pulse in November 2020 to stimulate golden perch spawning. More detail on this planned delivery will be available closer to November. Around 12% higher than this time last year. The latest information from the BoM says that we are in a La Nina Cycle (La Nina means Wet; El Nino means Dry). Also, we were told to expect a wetter than average Winter. Well that didn’t eventuate. So, hanging out still for some good spring Rains with the La Nina. 80% of Capacity might be a bit far off, by Melbourne Cup Weekend, but very hopeful of still getting to 70% of capacity as long as not too much water is released for the Environmental Flows. But whatever it will be, it will be and one thing that I can say with absolute certainty, the Lake will be magnificently beautiful and the Magic will still be there when everyone is allowed to escape from Melbourne. Murrindindi Shire has no active cases; Mansfield Shire had one recent active case, but now has no active cases. The Murrindindi & Mansfield Communities have done an excellent job throughout this saga, in doing the right thing. Why are we still on Stage Three Restrictions; Why, with the record we have, can’t Murrindindi & Mansfield be on at least Stage Two. Then, we can support each other and our local small businesses to survive until Melbourne gets the Coronavirus under control. From my perspective, every extra resource, at whatever expense required, should be put into the Covid19 Tracing and the Follow Up of infected people and those close contacts. This would be far less expensive than the Billions of Dollars that the community is losing through lost jobs, business failure and mental health issues. Rant over. Sometimes it is good to let it out with a rant. My thoughts do go out to the Families that have lost loved ones to the insidious virus. My thoughts also go out to Melbournians, as existing under Stage Four Restrictions with curfew lock down and the loss of personal freedoms, it cannot be easy. I am so thankful to live up here. If we can go back to Stage Two in Murrindindi & Mansfield and are able to keep our small businesses alive as soon as Melbourne, whenever that maybe, comes off lockdown, they will want to escape and what better place to come to than our beautiful Lake Eildon Region to rejuvenate the Spirit with Family. Positives: HCHS has enjoyed strong interest in houseboats, during this time, with 6 houseboats waiting to settle as soon as the Restrictions permit the Conditions of Sale to be completed to enable Settlement. The rate of web site visitation and enquiry through the various web sites HCHS lists client’s houseboats has been a lot higher, than previous years, at this time. As I indicated in the previous Mumbles the local Real Estate Agents are also receiving strong interest. In talking with the Houseboat Builders and Maintenance Businesses they are keeping very busy. The Lake Eildon Services Yard does not appear to have many spare spots, at this time. However, the owners of many of these houseboats would love to be up here working on them but are unable to due to the restrictions. So, it is not all doom and gloom, as soon as Melbourne can get the Coronavirus under control, this Lake Eildon Region will be most vibrant.; the sooner the better; February 2020 seems like so long ago.
