24.01.2022 Early Childhood Education and Care Relief Package for services accessing CCS. What we do know for now! * the new package is available for all parents that are w...orking. * fees and attendance session reports need to be finalised by Sunday night * you will be paid weekly in a lump sum and this will not be individually attached to child * the lump sum amount will be calculated on a base income of the service ending on 2nd March * enrolling children and signing in and out remain the same * follow the same CWA, updating vacancies and updating your details on the Child Care Finder * statements to parents still need to be issued, this means an email or print out copy to them * allowable absences remains at the increased 62 days * fully subsidised child care is applicable for all parents, not just essential working parents * a review is happening for the 14 week rule and we expect further clarification on this in the near future * you must comply with the conditions of remaining open, not charging a fee,prioritising essential workers and vulnerable and disadvantaged children * record attendance and non attendance * waiving the gap fee applied back to 23rd March is an individual service decision * the package will be reviewed in 1 month again at 12 weeks and the subsequent 12 weeks * the new package is designed to be complemented by the Job Keeper Package, therefore services should be assessing their eligibility to access the $1500 per fortnight for each staff member. * CCCF if you have applied for this through special circumstances seek advice from the department on your application. 23.01.2022 Ministers Meeting! The NSW ECEC Advisory group has just meet online with Minister Mitchell to discuss a long list of concerns and matters raised by the EC Secto...r. CCSA thanks Minister Mitchell for the open, honest and proactive conversation and consideration of our suggested solutions on important matters. Specifically CCSA raised the following:- * Workforce support for employment of staff * Financial viability support for services * Emergency funding support package for EC services forced to close with confirmed COVID 19 cases * Support from the Health Unit for services forced to close with confirmed COVID 19 cases * Capital to support purchasing of equipment to enable staff to work at home * Legacy funding confirmation * DIP funding confirmation * Support for Occasional Care services that do not receive any state or federal funding * Extending COVID 19 testing to include EC staff if services remain open to support the essential workforce *Direct support and guidance from the Health Unit for services operating through COVID 19 * Directions and guidelines for employing EC staff who may be at high risk of COVID 19 * confirmation on how the Prime Ministers announcement of leniency for Boards trading whilst insolvent impacts EC management committees and boards CCSA will keep you updated on further resolutions on these and other matters as they come to hand.

18.01.2022 NO NEW NEWS from the NSW State Government! The Advisory Group meeting with NSW State Minister Mitchell and Department of Education was held this morning. Minis...ter Mitchell is certainly taking on board all of our concerns and advocacy points in supporting the early childhood sector and in particular the confusion with Commonwealth messages announced yesterday. We have spoken with many members yesterday and today regarding their concerns that parents will access free early childhood education in LDC as its now free rather than staying in preschool. Parents think Preschool will now be free as well. We also raised concerns including:- * it is unclear if preschools will meet the 30% reduction in income threshold to acess the Job Keeper Package. * ECE services with both LDC and Start Strong Preschool may not qualifiy for the Job Keeper Package because of the combined income. * standalone LDC services may not qualify immediately for the Job Keeper package and still have to pay staff now amd provide free child care starting Monday; what if services do not have enough retained earnings to support the cashflow needed during this time * Occasional Care services are still very concerned accessing packages that support them. * Unenrolments are creeping up everyday. * Parents are still paying fees in Community Preschools.

16.01.2022 Debbie at Monaro Mobile have developed home Learning Packs that are being hung out the front of all their venues this week for collection containing two weeks of learning. Their families were so excited and they have had some amazing feedback. The packs will be supported online via their secure Facebook page including reading stories so the children do not lose their connection with the staff and retain some sense of normality.

(For services previously funded by Child Care Subsidy including LDC,FDC,OC and O...OSH) Please submit your final batch of session reports, relating to care provided in the fortnight ending 5 April, by 11:59pm (AEST) Sunday night. This will ensure your session reports are processed prior to the system being closed with the commencement of the new payments under the Early Childhood Education and Care Relief Package.
15.01.2022 CELA has been advocating across Australia to ensure preschools are funded in a viable manner despite reduced attendance due to COVID-19. The situation regarding... funding remains fluid we are expecting more announcements soon and will keep you updated with the latest information. What are the new arrangements to date? We were very pleased to announce in March, following extensive advocacy by CELA, governments in Victoria, New South Wales and Queensland are using previous year census enrolments as the basis for funding preschool for the remainder of 2020. For NSW funded mobile preschools, contracts will be extended to 31 December 2020 to support funding continuity and viability. The Australian Government has also announced preschool funding will continue in 2021. 12.01.2022 CCSA CEO Meg Mendham participated in another online meeting with Minister Mitchell this morning. There is a clear intention by the Minister for ECE services to... remain open to support essential workers and support children that need access to EC services. Collectively all of the ECEC Advisory Group advocated for the following top 5 areas: * Retention and support for the ECE Workforce * A package that specifically supports ECE services that are unable to access any of the Commonwealth Stimulus packages * Removal of the gap fee for services * Clear guidelines and support for services that remain open * Support for investigating online EC services moving forward. 08.01.2022 NSW Fee Free Preschool The Premier and Minister for Education and Early Childhood Learning recently announced additional funding to support community and mob...ile preschools for up to six months (Terms Two and Three) by providing a reasonable level of fees lost due to the COVID-19 crisis, and in doing so provide free preschool for families during this period. We are now able to outline what the Free Community Preschool funding program means for you, including how this funding interacts with the Australian Governments JobKeeper program. 08.01.2022 BREAKING NEWS The JobKeeper package passed in parliament minutes ago. It provides a $750 wage subsidy per week for each full time, part time or casual (12 month...s plus employment) employee. The full $750 must be passed on to each employee, with top up payments required if wages exceed the subsidy and employees are engaged in work. Eligibility is provided to employers who have suffered a decline of 30% turnover (up to $1 billion turnover) or 50% turnover (over $1 billion turnover). Not for profit organisations who are registered with the Australian Charities and Not for Profit Commission, and who have had a downturn of 15% in turnover, will also be eligible for JobKeeper. This payment can be used to supplement wages for existing employees, or fund stand down provisions including reduced hours for employees who are not needed in the workplace due to COVID-19. The program commenced on 30 March with employers to be reimbursed from 1 May 2020. We will provide further updates regarding changes to eligibility including Ministers rules as they become known. In the meantime please visit the ATO website to register for JobKeeper.

05.01.2022 New childcare funding - what you need to consider This announcement is relevant to services in receipt of Child Care Subsidy, such as Long Day Care, Family Day ...Care, Out of School Hours Care and Occasional Care. The Prime Minister announced the Early Childhood Education and Care Relief Package yesterday. The package represents a major change from the current funding mechanism, and commences on the 6 April. It replaces the existing system of Child Care Funding. Our initial guidance is provided below to enable your service to work through the implications of the new package, which will be in place for 3-6 months with a review to be held at one month. 03.01.2022 MORE DETAILS released... Check your inbox for email from the Department of Education (9/4/20) with details regarding the support funding for NSW Community Presc...hools. CCSA is participating in a Working Group meeting with the department. We will keep you updated. Meanwhile the following is an overview from the Department Email:- Start Strong funded community preschools and mobile preschools on contracts will have the opportunity to opt in to receive top up payments to subsidise income that would otherwise have come from fees. Other income streams such as Start Strong funding, mobile preschool contract funding and payments under the Commonwealths JobKeeper program will be taken into account as part of the opt-in process. Services opting in will need to comply with a number of conditions: Families are not to be charged fees for 15 hours per week of preschool (voluntary contributions/fundraising is permitted). Services must retain their staff. Services must remain open and available unless on public health advice, for other health and safety reasons or where directed to close by the Regulatory Authority. Services must prioritise access for essential workers, vulnerable and disadvantaged children and those currently enrolled (including 3 and 4 year olds). Services must encourage children to remain enrolled even when not attending and provide outreach including distance education to these children where possible.

03.01.2022 Breaking News For NSW Preschools and Local Government run childcare CELA is very pleased to share Premier Gladys Bereijiklians announcement this morning. Free ...Preschool for all ages over the next 6 months. This represents a $50m package from NSW and applies to both community centre based preschool and mobile services. In addition NSW will secure the vital operation of Local Government childcare services, by matching the Early Childhood Education and Care Relief Package to ensure these services can continue to provide their vital services, this represents an $82m package from NSW Government. CELA will provide further information after our Meeting with Minister Mitchell this morning and will advise members through Member News.
