Jenny ...Mikakos, Minister for Health, The Hon. Maree Edwards State Member for Bendigo West, Elizabeth Grainger Community Consultative Committee Castlemaine Health Dear Chair, We write to you today as representatives of the community who are extremely concerned about the future of birthing at Castlemaine Health. Our group, Support Birthing at Castlemaine Health (SBACH) has formed in response to the recent suspension of birthing services to provide support for our local birthing service and a voice for the community on this issue. In just three days, 860 people have signed a further petition calling for the resumption of birthing services at Castlemaine Health. This is a significant effort by this community to communicate their concerns to you and to demonstrate how much the local birthing service is valued. The in principle decision made by Castlemaine Healths Board to further suspend birthing services while it seeks to implement the recommendations of the recent review has been deeply confusing and devastating for the community. There is considerable community interest in understanding the Boards reasons for calling for a further suspension of birthing services as well as any strategy for implementing a swift transition to the recommended midwifery-led model of care and resumption of services. Yet the community particularly women who were planning to birth at Castlemaine Health - has felt excluded and ignored by the Boards refusal to make the findings of the recent interim review report public. SBACH understands that statistics considered in the review showed that doctors and midwives at Castlemaine Health have delivered exceptional care, employing best medical practice and internationally recognised strategies that improve outcomes for babies, women, and their families. Yet communication around the need for a review has cited safety issues suggesting that clinical practice and outcomes were unsafe. SBACH also understands that the ongoing suspension is advised by the review because Castlemaine Health failed to implement a 2017 recommendation for a transition to midwifery led care. Setting the strategic direction of Castlemaine Health is the responsibility of Castlemaine Healths Board and senior management. Unfortunately, the consequences of failing to transition to a new model of care are now being carried by women due to birth in the coming months. A transition to a new model of care in a larger regional or metropolitan hospital would not require a suspension of services. Resources to allow services to continue while a transition occurred would be made available. This is another example of regional women being disadvantaged and losing access to vital services. In the current environment, a decision to continue the suspension of birthing services for a prolonged period of time is a decision to close; there is no precedent for a small regional service closing and successfully reopening. A decision to impose a further suspension will expose current expectant birthing mothers to numerous risks and increased stress, as well as risking the future of a service that is vital to the well-being of this community. These decisions are damaging to individuals, families, midwives, and doctors, and to the reputation of the service. Therefore, as a community we demand that Castlemaine Health Board of Management and the CEO: 1. Reopen birthing services at Castlemaine Hospital now Immediately resume birthing services at Castlemaine, as optioned in the review, with an active investment and prioritisation from management into transitioning to a new model of care, as recommended by both reviews of 2017 and 2020. 2. Undertake any necessary improvements found by the review while services continue. Fully support the midwives and doctors of Castlemaine who have expressed their commitment and dedication to meet all requirements and recommendations of the review. Seek additional support and resources from the Department of Health and Human Services and Bendigo Health to ensure the transition to a new model of care can occur without delay. 3. Release the interim and final report of the review to the public. 4. Engage properly with the community it serves to maintain birthing services in Castlemaine. Hold a community consultation / report to the community (online) to explain the decision and share the transitional plan. 5. Provide additional support to any women impacted by the decision to suspend services. Support could include assistance with accommodation (in Bendigo/Ballarat) and providing an additional support person (midwife) at birth. Finally, we wish to advise that we have sought to attend the Board meeting today, as it is a public meeting, to listen to the decision-making process and to provide information on behalf of the community. Im really grateful to you all for your support with this change. I know its not as ideal as Saturdays but it really helps me out with my juggle at home. 01.01.2022 Update again...it feels like each day brings change. Were trying to just roll with it as we navigate our way through this pandemic... Yoga classes are returning to Saturdays - same time - same Zoom. Prenatal 8am and Postnatal 9:30am. We have two more weeks of classes before we take a break and commence Term 3 on July 18, in the studio!!! Yes! Well be back at the Forge in Term 3 for face to face teaching. Im rather excited to see you all and air hug you (social distancing measures remain in place). Places will be limited to just 6 students so booking will be essential for Term 3.
