13.01.2022 I just finished a webinar sponsored by the Association for Philippines-China Understanding (APCU) today (July 15, 2020). It was Forum with Philippine Ambassador... to China Chito Sta. Romana. The topic was The State of Bilateral Relations between the Philippines and China. It was a very enlightening and thought-provoking discussion delivered in a more Socratic way which I think was great since there was more time for Q&A. My takeaways from this webinar are as follows: 1. It is good that the Philippines under the Duterte administration is pursuing an independent foreign policy. By this, it means that the Philippines is a friend to all nations of the world while pursuing its strategic national interests. Our national strategic interests as a country are guided by our Constitution and existing international laws. We are not necessarily aligning with China nor with the US. We are not a colony of the US nor a tributary state of China. We are friends with both. We pursue and define our strategic interests for our survival independent from the two superpowers. We try to carve a bigger and wider strategic space to have enough room to maneuver diplomatically in the international stage. 2. Concerning the seemingly cold war between the US and China and the escalation of tension between the two countries, it is good to know that the Philippines is maintaining a neutral and independent position. It continues to be a traditional friend of the US, while is it cultivating and nurturing its friendly relations with China. It asserts ASEAN centrality, which means unity and solidarity with its immediate neighbor-countries, and it continues to forge good relations with the rest of Asian countries like Japan, South Korea, and pursue as well good relations with other foreign powers like Russia, the EU, and others. 3. In the rising tension between the two superpowers (China and the US), the Philippines tries to play a constructive role and tries to be more inclusive. We should avoid being dragged in this tension as much as possible for it will not be to our advantage. As a country, we continue to exercise diplomacy as our primary weapon in international relations, while strengthening our deterrence capacity. As a country, we should rely on our capacity as much as possible. 4. On the issue of the West Philippine Sea (South China Sea), the Philippines is asserting its territorial rights diplomatically and peacefully as against confrontational means. I agree that we avoid unnecessary military confrontation as much as possible for it will only lead to bloodshed from both sides and it wont be to our advantage. We continue to stand our ground asserting our territorial and maritime rights through our bilateral talks and engagement with China while trying as well to work with ASEAN countries on the China-ASEAN South China Sea Code of Conduct. 5. In terms of Philippine-China relations, the Philippines is forging deeper friendly and cooperative relations with China on issues and matters that there are already existing mutual and cooperative understanding, meaning on areas/topics/issues we dont have disputes and differences with China such as trade and the like. While on issues that we have disputes and differences with China such as maritime and territorial claims on the West Philippine Sea (SCS), we stand our ground and continue to assert our rights by engaging China in a peaceful diplomatic way (i.e. bilateral engagements, etc.), to avoid unnecessary military confrontation, which would only lead to bloodshed. The position of the government is solid in its assertion of our territorial rights, and the way forward is DIPLOMACY in many forms and degrees. 6. One exciting thing to watch out is how the balance of power between the two superpowers (China and the US) in the South China Sea will likely progress/proceed in the coming months and years. This is something we need to watch out for as a country. Indeed, I learned a lot from the Webinar. I agree with Amb. Chito Romana that we must continue to seek sensible, peaceful, and lasting solutions to the territorial disputes in the South China Sea together with other claimant countries in diplomatic ways as against confrontational means. I agree with him as well that as a country we should try to play a constructive role in diffusing tension between China and the US, but at the same time, maintain an independent stand as much as possible.
