12.01.2022 Mid-year budget review: Treasurer to spend $1b windfall on jobs, Opposition prefers debt reduction By Chris OBrien Posted about 7 hours ago... The Queensland Opposition has scoffed at the Governments plan to spend a $1 billion budget windfall on regional jobs, urging the Treasurer to instead use the higher than expected revenue to pay down debt. Tomorrows mid-year budget update will predict a $2 billion surplus for 2016-17 more than $1 billion better than the June forecast of $867 million due to increased coal royalties. Treasurer Curtis Pitt will announce more measures to target unemployment in regional Queensland and pockets of the states south-east. "What we will see tomorrow is new funding for new projects and of course ramping up the existing [jobs] programs," Mr Pitt said. "Some of the measures that Ill be announcing in the Mid-year Fiscal and Economic Review [MYFER] will have a very strong focus on regional Queensland, but will also pick up other parts of the state where the unemployment rate is slightly higher than the statewide average." Mr Pitt said 1,000 jobs had already been found from Back to Work programs, but Opposition Leader Tim Nicholls said tomorrows announcement would be the third since July. "The Government doesnt know what its doing about unemployment," Mr Nicholls said. He cautioned the Treasurer to put the extra revenue away for a rainy day or invest it in infrastructure. "What we hear from everyone in the coal industry is that they expect that the coal price will come down again," he said. "So [the royalties] should be put away, they should be used to help pay down debt and they should be used to fund productive infrastructure." 10.01.2022 Health budget storm as spending to surge past $25bn The Australian12:00AM December 13, 2016 SEAN PARNELL Health EditorBrisbane... @seanparnell A perfect health funding storm is looming for the Turnbull government, with Medicare expenditure growth set to surge at the same time as the states demand billions of dollars more in public hospital funding and GPs push for an end to the rebate freeze. Malcolm Turnbull and Scott Morrison are under pressure to reinvest in the health system at the expense of the budget bottom line, after the Coalitions first term was partly defined by health cuts, which prompted Labors Mediscare election campaign. New figures provided to a budget estimates committee show that Medicare expenditure growth, currently hovering about 3.5 per cent, is forecast to jump to 6.13 per cent in 2019-20, when overall outlays will exceed $25 billion for the first time. Medicare expenditure is forecast to reach $21.8bn this financial year. The increase does not take into account any change to the Medicare freeze, currently in place until at least 2020, but is based on what the health department yesterday described as sophisticated time series modelling which takes into account factors such as population growth and ageing as well as underlying trends in service usage. Not only would any move to lift the Medicare freeze compound that surge in growth, but it would coincide with state governments demanding the commonwealth fund a greater share of public hospital costs. Mr Turnbull has agreed to start formal negotiations on post-2020 hospital funding next year. At the Council of Australian Governments meeting last Friday, the states took up where they left off in April, demanding Mr Turnbull go further than the $2.9bn extra he had pledged for hospitals from 2017 to 2020. The Prime Ministers pre-election peace offering had followed a $50bn hospital funding reduction, outlined in the 2014 federal budget. NSW Premier Mike Baird said the decision to negotiate public hospital funding sooner, and reach an agreement by 2018 theoretically a year before the next federal election was a very significant step. If you asked me what the biggest challenge we face is, its how health is going to be funded from 2020 to 2030, Mr Baird said after COAG met on Friday. It is an unbelievable challenge and the numbers continue to be daunting and is going to require a lot of work. COAG also discussed how the commonwealths planned 6.5 per cent cap on growth would work under activity-based funding. The 2014 health cuts were crucial to long-term efforts to stabilise the federal budget but will not fully benefit the bottom line until after 2020, likely to be during the next term of parliament. Then treasurer Joe Hockey arranged to divert the first $20bn of savings into a Medical Research Future Fund, which would reach its full balance in 2020-21, a year later than expected due to Mr Turnbulls April hospital funding injection. Failed attempts to introduce a GP co-payment, first outlined in the 2014 budget, were followed by an extension of the Medicare indexation freeze. Mr Turnbull and Health Minister Sussan Ley have repeatedly suggested the freeze will not be permanent health groups expect it to cause a decline in bulk-billing and result in vulnerable patients avoiding healthcare but stopped short of scheduling a thaw. Ms Ley faces renewed tensions with GP groups, most recently over a government trial of Health Care Homes, and took to social media at the weekend to defend expert-led changes to skin cancer rebates. At the last election, Labor used the 2014 health cuts, the Medicare freeze, and secretive plans to upgrade the government payments system in a damaging campaign that warned the Coalition would sell, privatise or destroy Medicare.
