If you have some spare time to assist at your local signing centre contact RAJWA and we will put you in contact with your local roster coordinator. All centres are in urgent need of JP's to help alleviate a shortfall in volunteers.

21.01.2022 Response from Honourable John Quigley MLA, LLB JP - Attorney-General of WA On 1 September 2020, RAJWA received a response from the Attorney General of WA, to a RAJWA letter sent to him further emphasising the need to clarify his comments in regard to JPs signing search warrants. This letter has been forwarded to RAJWA members for your perusal. Comment from the Registrar:... Minister Quigley has confirmed that JPs will continue to authorise search warrants subject to them having the required and contemporary training. JPs around Western Australia can now have the confidence that they can continue to provide this very important duty for the West Australian Police. The Attorney did flag that they are currently reviewing amendments to The Justice of the Peace Act 2004 however, has given a commitment that RAJWA will be a major stakeholder in any such review. RAJWA has also been given a commitment by the Court and Tribunal Services Division of the Department of Justice that they will be an important stakeholder in any proposed review of the Visiting Justices Program. RAJWA will continue to provide professional representation for the Association through engagement and monitoring of the various Government agencies. 20.01.2022 City of Perth library are considering setting up a signing centre on either weekends. Parking available for JP. RAJWA is currently negotiating conditions etc. Opening hours are Saturday 10 to 4, Sunday 12 to 4 but be can negotiate hours. Pls message if you are available to help out on a Saturday or Sunday.

20.01.2022 This is obviously going to be very different kind of ANZAC Day. Saturday will be our first ANZAC Day since WWII without a traditional Dawn Service. While coming... together in person this year just isn’t possible, we hope that you will still honour those who have fallen, those who have served, and those who continue to serve our nation. We’re asking Western Australians to stand at the end of their driveways, or on their balconies at 6am on Saturday morning to pay their respects. Tune into the radio and observe The Ode, The Last Post and the Minute Silence. While we can’t gather in the same place, we can still commemorate their service, together as a state. Lest We Forget.

15.01.2022 Kati Kraszlan has been appointed Commissioner for Victims of Crime. Ms Kraszlan, who has been Acting Commissioner since November 2017, was appointed to the pos...ition by the Director General of the Department of Justice and is the second person to serve in the position since it was established in 2013. It is a great honour to be appointed, she says. My team has a crucial task in helping victims of crime navigate the complexity of the criminal justice system. My priority is to make sure that people who have suffered a traumatic experience are helped to cope with the aftermath of that event, and to obtain the support and services they need. Acting in the position since 2017, Ms Krazlan advocates on behalf of victims, gives them a greater voice across Government and advocates for them to receive the support they need. Her office monitors and reviews the effect of the justice system on victims of crime, with a particular focus on Police and court practices and procedures. Ms Kraszlan’s achievements to date as Acting Commissioner include supporting reforms of family violence laws and delivering the National Redress Scheme in Western Australia for victims of institutional child sexual abuse. She has also played a pivotal role in the Government’s introduction of a fund for funerals of homicide victims and the development and implementation of its ‘revenge porn’ laws.

13.01.2022 Two Indigenous lawyers are among six new appointments made recently to the Magistrates Court of Western Australia. Magistrate Gavin MacLean is an Aboriginal man... who has specialised in representing Traditional Owners in native title matters for 20 years. With kinship links to Mulga Downs Station in particular, he is a member of the Dhu-Derschow family, one of the large Pilbara families who mostly live in Port Hedland and Marble Bar. Having an Aboriginal background hopefully will assist me in being able to communicate effectively with people who come before the court and also understand some of the failures that have happened in that person's life, or at least the social background in relation to things that have gone wrong in different people's lives, Magistrate Maclean said. The other new Indigenous appointee, Andrew Matthews, identifies as a descendant of the Yindjibarndi people from the Pilbara and maintains strong family connections throughout WA and the Northern Territory. Magistrate Matthews has devoted his career to learning and understanding his Aboriginal roots. He has worked with the Noongar community of Perth as well as with the Aboriginal Legal Service in the Kimberley, Pilbara and South-West. The Magistrate worked for the Yamatji Maripa Land and Sea Council, and has travelled and lived with the Yolngu people in Yirrkala, being accepted as part of that community. I hope that my appointment will serve as a good example for young practitioners coming through that they can also strive to hold a position and serve the community, Magistrate Matthews said. I hope to do my best and show compassion and understanding as I make decisions going forward.

12.01.2022 PUBLIC SPEAKING AND AVOIDING CONFLICTS OF INTEREST Fellow justices The Code of Conduct for JPs provides guidance on the conduct and ethical standards expected of Justices of the Peace (JPs). It is vital JPs are vigilant at all times to ensure no actual, perceived or potential conflict of interest arises from their personal or private interests.... With events ensuing from demonstrations in the USA which have resulted in protests in support in Europe and Australia, the issue of posting on social media is particularly relevant at this time. Justices are independent volunteers. When they speak in public outside their official duties or publish material on social media, the office of JP brings with it some limitations on private and public conduct. Justices are in a unique position, which means that any public remarks they make may be given greater weight, status or publicity than would be the case for a member of the general public. Many Justices are well known in their local community, so need to consider this when speaking/publishing material even if the person does not identify in a post that they are a JP. RAJWA has endorsed a Social Media Policy which may help members to ensure that everyone in the community is respected and safe. 11.01.2022 What does it take to be a JP? ABC Radio Canberra attends the ACT JP Association 30th Anniversary.

10.01.2022 Training for Justices of the Peace All Justices of the Peace (JPs) are expected to follow the same procedures when performing administrative duties. In an attempt to standardise JP training and knowledge, new materials are regularly added to the Justice Department website. The JP Handbook is the primary guide outlining the practice and procedures JPs should follow. This information is supplemented by other information including, Fact Sheets, JP Bulletins which inform JPs of ...changes to policy and legislation and are emailed to targeted JPs and tailored to the various JP roles. Online modules on a range of topics including Bail, Traffic, Search Warrants, Violence Restraining Orders and Witnessing Documents are also available. JPs are encouraged to use these resources and to monitor the JP Training Calendar, which contains information about proposed and upcoming JP seminars. JPs who preside in court MUST attend Department approved training on court procedures to remain accredited to preside in court. 10.01.2022 Media Release by Royal Association of Justices WA (Inc.) During the late afternoon of Thursday 2nd July 2020, Presiding Justices of the Peace (JPs) across Western Australia received written advice from the Department of Justice that Chief Magistrate Steven Heath had decided that as from the 1st of August 2020 the volunteer services of JP’s that preside in Courts would no longer be required.... This decision was unexpected, and the Royal Association of Justices WA (Inc.) was not aware, consulted or briefed before yesterday’s announcement. Approximately 120 JPs around WA perform the very important and valuable voluntary role supporting our Justice system and bring to the Court a lifetime of broad experience, intellect and understanding of Community expectations in the application of Justice. We are currently seeking clarification and understanding from the Chief Magistrate and the Department of Justice regarding this decision. This announcement has been distressing to JPs, as many have faithfully served the Courts for more than a decade and devoted significant voluntary time and money to train and professionally develop their skills, especially in the Violence Restraining Order Courts. The Royal Association of Justices WA (Inc.) will be releasing a further media statement once briefed on this decision. 02.01.2022 COVID-19 VIRUS We at Royal Association of Justices WA (Inc) respect your personal view and we recommend the below towards the effect of this pandemic. If you are on roster at a signing centre and wish to not go on roster, then we will respect your choice, please inform your co-ordinator that you wish to be removed... Some points that may be beneficial at each signing centre Carry alcohol-based hand rub on yourself personally or have some available at your post Wash hands often with soap and water for at least 20 seconds or use alcohol-based hand sanitiser Record name and contact details of those attending for precautionary measures Do not attend signing centres if you have flue/cold like symptoms Have one pen for clients and a separate pen for the exclusive use of a JP Between clients use antibacterial wipes/spray to wipe down pen/desk Ensure telephone and desktop etc are wiped down at beginning and end of shift JP’s only work in one (1) singing centre until the pandemic is under control Stay home if you have respiratory symptoms (coughing, sneezing, shortness of breath) Leave the signing centre if you develop these symptoms while at the workplace Shield coughs and sneezes with a tissue, elbow or shoulder (not bare hands) For Justices that sign documents not in a signing centre please take on board the hygiene practises mentioned above and refer any urgent matters to court houses or Police. For those Justices attending courts for rosters, please check with the court’s guidelines on their recommendations about the virus. Perth Magistrates Court, The Department has advised us to follow the directions on the Department of Health website around hygiene, but we have been directed to operate on a business as usual basis. We will endeavour to keep you up to date as much as we can.
