21.01.2022 #Updates on #Tonkin Hwy/ #Forrest road #Intersection : Many questions were raised at the Technical Committee as a Councillor item about MRWA's proposal to restrict right turn movements from Forrest Road onto Tonkin Highway. Please find the few responses: 1. What impact of road serviceability on Hilbert and Haynes residents? Modeling carried out by MRWA indicates an increase in traffic volume on both Twelfth Road and Eighth Road by approximately 30% immediately following the ...intersection modification proposed by MRWA, being the banning of right turn movements from Forrest Road onto Tonkin Highway northbound. 2. What effects on other local roads, 12th, and 8th roads? Can these roads accommodate the increased volume? Both roads can accommodate the increase in traffic volumes immediately following the intersection changes, however, the level of service for the intersection of Armadale Road and Eighth Road is of concern. In the longer term, both Twelfth Road and Eighth Roads will be upgraded to a median divided road capable of higher traffic volumes. 3. Will it affect road safety due to increased traffic volume? As detailed above, the surrounding road network is capable of accommodating the increased traffic volumes that would result from MRWA's proposed intersection changes; however, to address the concerns noted above regarding the intersection of Armadale and Eighth Roads, the City has written to Main Roads to request signalisation of the Armadale Road and Eighth Road intersection to improve intersection safety. MRWA has advised they will consider the option as part of their internal planning. 4. What will be the possibility of signalled traffic control at the intersection? MRWA is currently investigating the feasibility of providing full movement signalisation of the intersection of Tonkin Highway and Forrest Road. Hot, dry and windy conditions have caused fires to escalate rapidly an...d there has been little reprieve at night. Career, volunteer and DBCA firefighters have worked tirelessly through the day and night to keep our communities safe from these unpredictable and out of control blazes. There are many unseen roles that support this frontline response. Volunteers and personnel at the control points, the Salvos, the individuals issuing our alerts and warnings as well as teams back in our Regional, Metro and State Operations Centres. 18.01.2022 WAs hard border is our most effective weapon to keep WA safe from COVID-19. That is what the Federal Court has ruled today. This is a comprehensive win for Wes...tern Australia. Before the case proceeds to the High Court, the Federal Court assessed all the evidence from WA, Clive Palmer and the Federal Government. All submissions by Clive Palmer and the Liberal Party were rejected. The Federal Court looked at all other options to protect the WA community and determined that they were less effective at preventing COVID-19 in WA. The Judge agreed with WA that a pre-cautionary approach should be taken, as the health consequences could be potentially catastrophic for our community. Even though WA was up against Clive Palmer and Liberal Party, our approach has been endorsed by the Federal Court. Its now time for Clive Palmer to end this madness once and for all. Clive Palmer should withdraw his High Court challenge now. Thank you to every Western Australian who has supported our case and our measures to protect the community. This is a significant win for our State.
16.01.2022 As part of the Denny Avenue Level Crossing Removal project, traffic management will be set up to relocate and replace a water main on Albany Highway from 7 September. Albany Highway will be reduced to one lane of traffic in each direction with traffic management in place, with detours in place for drivers wanting to access local businesses. Upgrades to Albany Highway, Fancote Street and Gilwell Avenue will include utility services relocations, footpaths and pavements.

11.01.2022 As the pandemic continues around the world, the threat of a COVID-19 outbreak in Western Australia is something that we need to be prepared for. Even if it's un...likely, it's vital that we have the protections in place that we need for the worst case scenario. So, in line with health advice, from 5 December, particular WA venues and businesses will be required to maintain mandatory contact registers to support COVID-19 contact tracing. These records will ONLY be used for the purpose of contact tracing, should it be required, and will only be kept for 28 days. Businesses or venues required to keep a contact register include: Food and licenced venues (restaurants, cafés, bars, pubs, taverns, nightclubs) Gyms, indoor sporting centres and pools Places of worship and funeral parlours Beauty and personal care services including hairdressers and barbers Galleries and museums Cinemas, theatres and other entertainment venues Auction houses and real estate inspections Community facilities, libraries and halls Zoos and amusement parks Function centres Accommodation facilities that already have check-in arrangements in place (i.e. hostels, hotels, large camp grounds) The details required for the contact register will include the date, arrival time, names and telephone numbers. Any person aged 16 years and over who attends a business, place or premises, listed above, including patrons, staff, volunteers and contractors will be required to register their contact details. Records are not required to be collected for people collecting takeaway or children under 16 years. To help make checking in to venues as easy as possible and reduce the burden on businesses, we've released a free app, SafeWA. SafeWA is a digital COVID-19 contact register system, which uses unique QR codes for venues that patrons can scan to register their attendance. You can get the app now on Android or iPhone at https://safewa.health.wa.gov.au The app is a free, easy, contactless solution, but it is not mandatory. Alternative formats for contact registers are available, including other electronic tools or a paper-based system, depending on what is suitable for the business, venue or individual. This step to reintroduce contact registers was considered in consultation with industry and business to establish a long term strategy to keep our State safe, given the ongoing impact of the virus internationally. Contact registers might not always be convenient, but we know that in the event of an outbreak they would make a huge difference. 06.01.2022 JUST IN: I can now provide official confirmation that WA's hard border arrangements WILL transition to a controlled interstate border at 12:01am tonight. We alw...ays said we would wait until the very end before confirming the transition, based on infection rates over east. It is fantastic to see the rest of Australia do so well in defeating this virus - Victoria now has gone 14 days without community transmission, and New South Wales has gone six days. It’s particularly worth acknowledging the efforts and success in Victoria - what they have achieved, given where they were only recently, has been remarkable They have succeeded not just for themselves, but for the whole nation. As a result of this national success, Western Australia is ready to take the next step forward. Our controlled interstate border is a cautious and safe step - it’s a balanced, sensible approach. The time is right. But to be very clear, our border controls are NOT going away - every traveller will need to meet certain conditions to gain entry. That includes 14 days quarantine for travellers from NSW or Victoria as well as declarations, health checks and testing. Failure to follow these directions will be enforceable by law, with penalties ranging from a $1,000 infringement, up to a $50,000 fine for individuals. We know these ongoing controls won't be convenient. There will be delays at the airport. The process may be frustrating for many people. But if you are coming to WA, we ask for your patience and understanding. These controls are in place to protect everyone, including your friends and family here in WA - and they are all in place based on our expert health advice. Now, I understand many Western Australians might be nervous about these changes that’s understandable. But I want to reassure everyone that I wouldn’t be taking this step if we didn't have the health advice to back it up. The reality is that Australia has done a sensational job to be in the position we are in now. We have waited a long time to get to this point in fact our hard border has been in place for 222 days now. And over that time, I couldn’t be prouder of WA’s response as a whole. We have had no community transmission for more than seven months. And as we begin to operate in a new COVID normal, under our controlled border, we will be watching the situation over east very, very closely. If the health advice is there for us to reinstate the hard border, then I will not hesitate to do so. We have always been guided by the Chief Health Officer, and it has served us well as we have embarked on our own unique recovery, best suited to Western Australia. Today, National Cabinet endorsed our approach to contact tracing and outbreak control in Western Australia - which can give us confidence in knowing we are well prepared for an outbreak, if that was to occur. The stark reality is that the biggest threat facing WA is international arrivals - whether it be returning travellers by air or our maritime arrivals at our ports. Our systems to control these arrivals have been extremely successful, and our quarantine systems have worked effectively. But we won’t let our guard down. As we look around the world, we know that COVID-19 is circling Australia, and therefore, we cannot get complacent. Our hard international border must stay in place. Given where we are at in Australia, and our success in defeating the virus, we just cannot afford to take that risk.

02.01.2022 COVID-19 is not going away anytime soon and we need to remain vigilant. We need to keep our quarantine measures strong. We can’t be complacent. While WA has had... no community spread for more than six months, the Chief Health Officer has made it clear the risks around us pose a serious threat to our State, as do the border controls of some other States. You just need to look around the world, and see new harsh restrictions being imposed in many countries, to try limit a deadly second or third wave. Western Australia is one of the most free societies in the world, but it does mean we are more susceptible to a serious outbreak. For this reason, based on the health advice, we will need to extend Phase 4 of the COVID-19 roadmap. HOWEVER there will be an important modification to the 2 square metre rule for some venues. The openness of Phase 4 has been integral in our State’s economic recovery, and has kept us safe and strong. However, Western Australia remains more susceptible to a major outbreak should COVID-19 reach our State, given nearly all physical distancing and gatherings restrictions have been removed. An outbreak in our community would more than likely result in new restrictions being imposed. As a Government, together with the Chief Health Officer, we will continue to review these arrangements to determine if COVID-safe solutions are possible in the future. Though Phase 4 will be extended, the following change will come into effect starting this weekend: Effective from Saturday, October 24, selected venues that predominantly hold seated events will be exempt from the 2 square metre rule. They will be permitted to reach up to 60 per cent of their usual maximum capacity for seated and ticketed performances. These venues include: theatres, concert halls, auditoriums, amphitheatres, cinemas, comedy lounges, and performing arts centres. These venues have been deemed ‘low risk’ by the Chief Health Officer, as they are seated and ticketed. This modification to Phase 4 will provide these venues and industries particularly culture and the arts the opportunity to function in a COVID-safe way, without being disproportionally impacted by the 2 square metre rule. I understand many people will welcome this news today, but I also recognise that the 2 square metre rule does act as an impediment to some other sectors. We will continue to review these restrictions to determine if COVID-safe solutions are possible in the future, based on health advice. The Chief Health Officer has recommended a further two months be considered for Phase 4’s modified measures. However, no new tentative date will be set for Phase 5 at this point, based on the health advice and due to WA’s current strong health and economic standing. The State Government will continue to review up-to-date health advice and provide an updated roadmap for WA, when the health advice allows. It is my intention for this roadmap to include details about the future of our hard border again, only if the health advice allows at that point in time. We’ve come so far, so it’s more important than ever that we don’t get complacent and take a risk we will all regret. I will always be guided by the health advice - a cautious approach is the only sensible way forward when dealing with this devastating virus. I will not unnecessarily compromise the success we have had in controlling the introduction of COVID-19 into WA. Western Australia continues to lead the nation in our recovery from COVID-19, and the community’s response has helped keep WA safe and strong.

01.01.2022 From Saturday, 14 November at 12.01am, Western Australia will transition to a safe and sensible controlled border arrangement based on the latest public health ...advice. Under WA’s new controlled border, the existing hard border exemption system will be removed and replaced with an updated nationwide health-based threshold that allows for safe travel into Western Australia from interstate with conditions, and subject to trigger points being met. The Chief Health Officer has recommended a 14-day rolling average of less than five community cases per day in each state and territory (a standard that is currently being met in each jurisdiction) is required before progressing to the new border controls. Travellers from interstate will be permitted entry to WA with conditions on arrival including a declaration, health screening and a possible COVID-19 test. Failure to follow these directions or providing false information will be enforceable by law, with penalties ranging from $1,000 infringements, to up to $50,000 fines for individuals. 01.01.2022 Big news for Perths south-east this morning with key details locked in for the Byford Rail Extension. The project is now progressing to its important next stag...e, with design work underway and initial works set to commence in November at Thomas Road. The METRONET street-level Byford Station will be built next to the emerging Byford Town Centre, within the existing rail corridor, about 8km south of Armadale Station. The new station will have up to 600 parking bays, a bus interchange and pedestrian crossing over the railway line. Armadale Station will also be expanded with longer platforms for six-car trains, a new Australind platform and an extended pedestrian overpass. The bus interchange will be redeveloped into a modern facility with better access to the station. To help facilitate the rail line, the Thomas Road level crossing will be replaced with a road-over-rail bridge with works to commence in late-2020, supporting more than 330 jobs. This key component of the rail extension has been added to the scope of the Armadale Road to North Lake Road Bridge project, allowing the works to start now in order to save time and money. The concept design phase for the Byford Rail Extension Project is now underway, and the project will now be submitted to Infrastructure Australia for consideration. The main construction contract is expected to be awarded in mid-2021.
