24.01.2022 Here’s what’s making news on the Peninsula on RPPFM - Mornington Peninsula Crime Investigation Unit detectives are appealing for public assistance following an assault in Tuerong over the weekend. Investigators have been told a 19-year-old Bentleigh East man was swimming with friends at Devil’s Bend Reserve, just off Graydens Road, on Sunday 10 January about 6.15pm They were walking back to the carpark when they came across a group of about ten unknown males by the water’s ed...ge. One of the males from the other group threw a rock at the 19-year-old, narrowly missing him. A verbal altercation took place before one of the males from the group punched the victim, causing him to fall to the ground. The offender then kicked the man in the head, causing him to lose consciousness, before running off on foot. The victim’s friends took him to a local hospital where he was then transported to Melbourne with a suspected broken neck. The offender is perceived to be Maori or Islander appearance, approximately 183cm tall with black curly hair, shaved on both sides, solid build with a tattoo on his chest. The group that were with the offender were using two vehicles, one described as a blue Holden Calais VZ and a silver Commodore. 24.01.2022 Vic: Vic lockdown taking toll, police boss says AAP - Community mental health is becoming a major factor for Victoria Police as the state struggles with coronavirus lockdown fatigue. Chief Commissioner Shane Patton has also acknowledged that their reputation has taken a hit in the past few days, with one officer stood down after video of an arrest at Epping showed a man being hit by a police car and apparently stomped on the head.... Officers were dealing with mental health issues more frequently during the state's second wave, Mr Patton said. "Each day I check the reports from across the state ... it seems anecdotally our members are attending a lot more incidents where we do have mental health issues,". "People are feeling the pressures a lot more and it stands to reason, when you think about the pressures that are being placed on people economically, and restrictions, and a whole range of different matters as well as the fatigue in the community."

22.01.2022 Wild winds are continuing to wreak havoc on COVID-19 testing centres in Melbourne's southeast, with a third site forced to close. Peninsula Health confirmed on Tuesday afternoon its clinic outside the Frankston Basketball Stadium in Seaford had shut temporarily due to strong winds. "We'll reopen this testing location, as soon as it is deemed safe for our staff and our community," it tweeted.... Two other test sites, drive-through setups at Casey Fields and Pakenham Recreation Reserve, were shut earlier on Tuesday. The Department of Health and Human Services said the sites' open marquees made the structures potential hazards, while staff could also struggle to write notes in the blustery conditions. Nearby sites in Clyde, Berwick and Beaconsfield were kept open to allow residents to be tested, DHHS said

20.01.2022 Here’s what’s making RPPFM news on the Peninsula * A Mornington Peninsula beach has been cordoned off after a family located explosives during a clean-up of their beach box property. Victoria Police confirmed a quantity of explosives had been handed into Rosebud Police Station after they were located by the family on Sunday afternoon.. * Meanwhile Frankston Federal MP Peta Murphy has explained that in March of 2019, the Liberals said they were Building the Metro Rail to B...axter. It’s nearly 2021 and they haven’t built anything. The MP has also written letters and even met with the Deputy Prime Minister asking for the government to release the Business Case that they have had since last October. Finally, yesterday the Morrison government released it. It reveals that the federal funding allocated to ‘build’ the line to Baxter falls short by over $1,270,000,000.00 ($1.27 billion). IMP Peta Murphy had organised a meeting with the Minister for Urban Infrastructure to discuss this and other Dunkley transport needs last week. But the Minister rescheduled. * Children and young people on the Mornington Peninsula discovered a new hobby during the Coronavirus lockdown building bike jumps. COVID-19 restrictions forced many outdoor sporting facilities including skate parks and playgrounds to close during winter and spring. This placed more pressure on our environment as some young people and families sought to create their own recreational outlet by constructing bike jumps within their five kilometres radius. 20.01.2022 Victoria has had another five coronavirus deaths, taking the state toll to 771 and the national figure to 859, as new cases dropped to 15. The 14-day new case average for Melbourne also dropped below 30 to 29.4, while it is down to 1.1 for regional areas. There was also good news on cases with an unknown source over 14 days, with that figure dropping to 41 in Melbourne.... There are none in regional Victoria. Authorities want Melbourne's new case average between 30 and 50 before they consider easing restrictions next Monday. But aged care remains a key issue for Victoria in its second wave. Of Tuesday's 28 new cases, 24 were linked to 11 separate aged care facilities. Those cases included aged care residents, staff and their close contacts. It prompted Health Minister Jenny Mikakos to rebuke AdventCare Whitehorse in Nunawading after its staff were filmed last week dancing and mingling with residents without masks. Ms Mikakos noted aged care workplaces made up 73 per cent of active healthcare staff infections, which numbered 74 on Tuesday. "Whether it's pyjama parties or this, it's really just not good enough," she tweeted. The state government unveiled a $30 million package on Tuesday to upgrade 50 public sector aged care services across Melbourne and regional areas. Active aged care cases in the state peaked at 2075 on August 16 but have now dropped to 328. That figure must sit between 30 and 50 for authorities to consider a further easing of Melbourne's strict stage four lockdown provisions next Monday. Premier Daniel Andrews said no final decision would be taken until the weekend, with any confirmation likely to come on Sunday. Meanwhile, the premier also announced three of Melbourne's five contact tracing hubs would open in the next few days. Western Health (west), Austin Health (northeast) and Monash Health (southeast) will lead the hubs, which were announced on September 8. Mr Andrews said Monash Health had already done "amazing work" managing the Casey cluster linked to seven households in Melbourne's outer southeast. There have been no new cases in that cluster of 43 for two straight days.

19.01.2022 THE BATTLE BEGINS FOR MORNINGTON PENINSULA RESTAURANT Legal advice used to justify a curfew as part of Victoria's coronavirus lockdown must not be kept secret ahead of a court fight, a judge has ruled. The validity of a curfew, still affecting metropolitan Melbourne, will be tested in a Supreme Court trial next week.... Mornington Peninsula restaurant owner Michelle Loielo is challenging the requirement that people stay home between 9pm and 5am, claiming it breaches her human rights. The widowed mother-of-three and aspiring Liberal candidate also says she had suffered lost income, nervous shock, depression and anxiety. The case is brought against associate professor Michelle Giles, deputy public health commander responsible for signing off on emergency powers issued by Chief Health Officer Brett Sutton. Ms Loielo's lawyers asked Justice Tim Ginnane to grant them access to documents, including a copy of 11 individual assessments by the Legal Services Branch finding each of the CHO's directions "are likely to be compatible with" the Charter of Human Rights. But Prof Giles' lawyers challenged their request for access, saying the redacted parts of the documents should not be released because they are privileged communications between lawyers and clients. Justice Ginnane revealed in a decision on Thursday that a section of the documents, headed "Justification for issuing the Directions" was largely redacted, except for a sentence which said human rights may be subject to "reasonable limits that can be justified by reference to various factors". He said the central issue in the case was the extent to which Prof Giles had considered the Charter of Human Rights. "The legal advice relied on by her may be directly relevant to deciding that issue," he said. Her affidavit to the court suggested she was at least in part influenced by the legal assessment she was provided in making her decision about he directions, he said. The full documents should be handed over, he said. The trial, expected to take two days, is scheduled to begin on Monday. The curfew is due to remain in place until October 26.

16.01.2022 RPP FM Finance Australia's share market finished in positive territory after a Reserve Bank decision not to cut rates appeared to encourage investors. The S&P/ASX200 benchmark index closed higher by 20.5 points, or 0.35 per cent, to 5962.1 on Tuesday.... The index was slightly down at 5938.2 just four minutes after the RBA decision to keep the rate at 0.25 per cent. Yet it soon rose to a session high of 5963.9 before easing. The All Ordinaries index finished up by 29.1 points, or 0.47 per cent, to 6164.2. The federal budget, due on Tuesday night, and US President Donald Trump leaving hospital after his coronavirus infection have also encouraged investors. The Aussie dollar was buying 71.81 US cents at 1622 AEDT, the same value at the close of trade on Monday.

09.01.2022 Mornington cafe curfew court date set. Melbourne's coronavirus lockdown curfew will be tested with a two-day trial in the state's highest court next week. Mornington Peninsula restaurant owner Michelle Loielo is challenging the curfew, which requires Melburnians to stay at home between 9pm and 5am to stop the spread of coronavirus.... The curfew restriction was first introduced on August 2, and she claims it has caused earnings at her Capel Sound restaurant to drop from $20,000 a week to just $400. The widowed mother-of-three and aspiring Liberal candidate argued in court documents she had suffered lost income, nervous shock, depression and anxiety. She claims the curfew is also a breach of her human rights. Supreme Court Justice Tim Ginnane has set a two-day trial beginning next Monday to determine the case brought against Associate Professor Michelle Giles. Ms Giles is the deputy public health commander responsible for signing off on emergency powers issued by Chief Health officer Brett Sutton. In court documents she said she had "had seen from the data a clear and direct correlation between the effect of the stage four restrictions and the reduction of case numbers". Justice Ginnane has ordered her to back up that claim, requiring her to give a summary of the data and an approximate number of pages of data on which she relied. Under the state government's roadmap out of lockdown the curfew for metropolitan Melbourne is set to remain in place until October 28. The curfew was lifted for regional Victoria earlier this month.

09.01.2022 Latest RPPFM news US President Donald Trump's condition is improving as he is being treated for COVID-19 at a military hospital and he could return to the White House as early as Monday, doctors say. Doctors provided Trump supplemental oxygen twice during his battle with the lung disease, on Thursday and Friday, they told reporters. They have also given him dexamethasone, which has been shown in studies to improve survival for patients hospitalised with critical COVID-19 who ...need extra oxygen. But it should not be given in mild cases since it can limit the body's own ability to combat the virus, according to guidelines from the Infectious Disease Society of America. "The fact of the matter is that he's doing really well," Dr Sean P Conley told reporters on Sunday at Walter Reed National Military Medical Center, where Trump has been receiving treatment since Friday. Engineers are set to continue investigations into a leak at a Victorian dam that forced dozens of people out of their homes. More than 100 evacuees on Sunday returned to their homes after Victorian emergency services declared the incident under control. They were forced to spend two nights away from home after leaks were identified at the 180-megalitre private dam in Torquay, near Geelong. Authorities used high transfer pumps to lower the water level and reduce pressure on the dam walls. Engineers are continuing to investigate the leak after Victoria's State Emergency Service gave the all-clear for the 109 affected residents to return home. "Water will continue to be pumped from the dam at a reduced rate and pumping will continue to be monitored overnight," the SES said on Sunday. Infrastructure spending will get a further boost in Tuesday's federal budget with Deputy Prime Minister Michael McCormack set to announce a further $7.5 billion in new projects. The coalition government says the new investment in national transport infrastructure will boost the national economy, while delivering safer roads and creating thousands of jobs. Mr McCormack, who is also the infrastructure, transport and regional minister, says infrastructure means jobs and stronger local communities, while building a better and more secure future for the nation. "We want to ensure our farmers and miners and other businesses can get their world-class goods to market faster and cheaper," he told AAP. "That will happen with better roads and better rail, which is why we're continuing to invest in making our transport corridors more efficient with further investment in infrastructure in this budget."

About a third of some 270 pilot whales stranded off Tasmania's remote west coast have likely already died, as authorities enter a critical phase to save the remainder. Rescuers will try on Tuesday morning to refloat some of the whales which are stuck on sandbars at Macquarie Harbour, near Strahan. ... Tasmania Parks and Wildlife Service's Nic Deka said progress will be slow, with conditions and the half-submerged whales making rescue efforts tricky. "This morning's phase will be critical in determining what is possible," he told reporters. "Basically we'll take the animals with the best chance to start with and the ones that we are able to deal with.
