24.01.2022 WAs Container Deposit Scheme launch date had to be delayed due to COVID-19, a decision that was supported by the community and public health advice. Because of... the hard work of Western Australians in responding to COVID-19. Were now able to get on with the job of making sure this scheme delivers the best possible outcomes for all Western Australians. Our container deposit scheme will now commence on October 1. This launch date strikes the right balance between keeping people safe and ensuring the sustainability of the network. When operational the scheme will result in reduced litter, improved recycling rates, and the creation of new businesses and employment opportunities across the State. Itll allow Western Australians to claim a 10-cent refund when they return eligible beverage containers at designated refund points across the State. It is estimated more than 500 jobs will be created at refund points across the State. This includes hundreds of jobs to be targeted at employing people with disability, the long-term unemployed and Aboriginal and Torres Strait Islander peoples, as well as opportunities for apprentices and trainees. In preparation for the scheme, participants made financial commitments such as taking on leases, staff and technology to support their operations. Were committed to ensuring they remain viable until scheme commencement. Thats why as part of todays announcement we also included a financial assistance package of up to $3.5 million to support network participants financially impacted by deferral of the scheme. This funding will be made available from June 2, 2020 until scheme commencement.

We ...remember those who went to work and never came home. And we resolve to never let it happen again. My Governments Work Health and Safety Bill, currently before the Upper House, not only creates a safer workplace for Western Australians. It will make sure those responsible for workplace deaths are held to account, establishing the offence of industrial manslaughter. Workers, no matter where they work, no matter who they are, deserve to come home safe.

And if any Western Australian doesnt make it home because of their employers negligence, there should be serious consequences for that employer. Our bill to establish industrial manslaughter as an offence in WA is now before the parliament, with a maximum penalty of 20 years imprisonment for an individual and a fine of $10 million for a body corporate.

07.01.2022 Every worker should always come home safe. But the workplace tragedy we saw last week was an awful reminder that they don't always come home. And that will neve...r be acceptable. Tonight, after a long journey through Parliament, our legislation to make industrial manslaughter a crime in Western Australia has finally passed the upper house. The bill will put stronger penalties in place for employers who contribute to a worker's death, as well as preventing insurance being used to pay for fines relating to workplace safety breaches. It's long overdue, and if it prevents even one Western Australian from being injured or killed on the job, it will be more than worth it.

This means Western Australian employers can be fined up to $3.5 million (up from $625,000), for repeat level 4 safety breaches. Individuals can also be fined $680,000 and jailed for five years (up from $312,500 and two years)....
