25.01.2022 SHIRE NEWS EASING OF RESTRICTIONS / REDUCED SERVICES DUE TO COVID-19 (Please note: This notice does not include the CRC which is still operating for Centrelink purposes from 10am - 12pm Monday, Wednesday and Friday until further notice) With the State Governments easing of certain COVID-19 related restrictions due to the lessening of the crisis in Western Australia, it has been decided the Shire Administration can recommence operations as well.... Effective from Monday 4th May the Shire of Yilgarn Administration will recommence full-service provision with the requirement to make a booking and limited opening days being removed. Social Distancing of 1.8m and a maximum of ONE (1) patron in the Administration Reception at any time will be enforced. With the State Government easing restrictions for community centres from Monday, 18th May, the Shire of Yilgarn are currently completing a COVID-19 safety plan to reopen our Shire facilities to the public. The Shire facilities listed above will be available for use from Monday, 25th May. Please ensure that when hiring/using the buildings that social distancing and restrictions currently in place (maximum of 20 people) are adhered to at all times. 16.01.2022 Weve just announced the details of Phase 3 of our roadmap for the easing of restrictions, with significant changes coming into effect on Saturday 6 June. As pa...rt of our carefully planned roadmap, Western Australia is now ready to take the next step. This next step will be significant, and it will be challenging. Before I detail the changes, I will say this - WAs success allows us to move ahead and take significant steps, BUT we all must continue to act responsibly, that means good physical distancing where possible and good personal hygiene. Because if we have an uncontrolled outbreak, I dont want to have to place restrictions back on. We cannot afford to undo all our good work. Phase 3 will be introduced from next Saturday, thanks to the success in limiting community transmission in WA during Phase 2, and on the advice of our Chief Health Officer and State Emergency Coordinator. As part of Phase 3, the follow changes will occur: - Non-work indoor and outdoor gatherings of up to 100 people will be allowed, a five-fold increase from the current 20-person limit. - Up to 300 people will be allowed in some settings, including for indoor or outdoor venues with multiple, divided spaces, with up to 100 people in each space. - All food businesses and licensed premises can now operate with seated service only, and alcohol may now be served without a meal at licensed premises. - All beauty therapy and personal care services can reopen, including saunas and wellness centres. - Galleries, museums, theatres, auditoriums, cinemas and concert venues can reopen with the 100/300 rule followed. - Perth Zoo will open, as can wildlife parks, amusement parks, arcades and indoor play centres. - Playgrounds, skate parks and outdoor gym equipment can reopen. - Gyms, health clubs, indoor sports centres will be able to offer the normal range of activities, including use of all gym equipment. However, Gyms will need to be staffed at all times and undertake regular cleaning. - Full contact sport and training will now be permitted in Western Australia. This will mean from next weekend, people of all ages will be able to start competitive contact sports. - Parents and guardians will be able to enter school grounds to drop off or pick up their children as part of Phase 3. - TABs are permitted to reopen. The Chief Health Officer will separately work with Crown Casino on how the gaming floor could reopen in the future. These are all major steps forward for Western Australia. Phase 3 will be a big leap but its one we can make under the watchful eye of our expert health advisors. The four square metre rule was introduced in line with health advice. I know its a rule that is hurting businesses. Ive been out for dinner in Rockingham and seen tables and chairs stacked up, because the four square metre rule is limiting the number of people that can be in some venues. As was always going to be the case in Phase 2, the four square metre rule prevented a large number of businesses from opening. As we now increase the limit on gatherings to 100, I wanted to make sure we closely assess this rule. Our Chief Health Officer has now advised, that due to WAs hard border with the east remaining in place, Western Australia is now in a position to move ahead of the national advice. As part of Phase 3, Western Australia will be the first State in the nation to remove the rule and instead implement a two square metre per person capacity rule for venues. This will replace the four square metre rule, which is the current national position. This is an important and substantial move forward our State, and I hope it means many more businesses will be able to open and employ more Western Australians. I know its still not perfect, but we are now able to move ahead of the rest of the nation. In addition, as part of Phase 3, Rottnest Island will reopen to the WA general public. Rottnest has served us well as our own quarantine island during this crisis. We can only make these changes because of the hard work of everyone across our State. But in particular our hard border controls give us the flexibility to progress further along on roadmap. Once again, WA has led the way, and I hope our performance can continue to lay the path forward for the other States. Now is the time for Western Australians to wander our great State and support local businesses. Just like Phase 2, we will carefully monitor the introduction of Phase 3 and its impact in our community. Together, as part of a rigorous consultation process involving the Chief Health Officer and Police Commissioner, we will closely assess Phase 3. We will then work towards further restrictions being eased as part of Phase 4 in coming weeks. This will predominantly be focused on even larger gatherings, the new two square metre rule and some of the other existing restrictions. A time for Phase 4 introduction will be determined in the future, but it will follow the approach we have taken between earlier phases.

05.01.2022 Through our hard work, Western Australia continues to have an excellent record in the fight against COVID-19. We are now a week into Phase Two of eased restrict...ions, and have continued to see no local outbreaks in Western Australia. Its a great result, and it gives us reassurance as we can continue to relax restrictions within our State. Today, we can announce the next step in that process. Of all the current restrictions, we know that the limitations on travel throughout regional WA and the boundaries between regions have been particularly difficult for many regional communities. Putting up those boundaries was an important step to protect our regions - including many vulnerable Aboriginal communities and areas with limited access to healthcare. The boundaries meant that potential spread of the pandemic was slowed and contained. As the situation has played out, we have successfully avoided significant community outbreaks, but this was a vital precaution for our State, and for the health of regional Western Australians in particular. We are currently working hard to progress towards Phase Three of easing restrictions, and we will have more to say on that very soon. But today we can announce a change to take effect ahead of the WA Day long weekend, in line with expert health advice from WAs Chief Health Officer. This Friday, 29 May, all regions of Western Australia will be reopened except for those under Commonwealth Biosecurity Area restrictions. That means that travel will be permitted between the Pilbara, Gascoyne, North-West, Goldfields-Esperance, Wheatbelt, Great Southern, South West, Peel and Perth. As the Kimberley and other Biosecurity Areas are currently subject to a different set of restrictions, there is a separate process for reopening them. The WA Police Commissioner and the State Government are working with the Federal Government to remove the Biosecurity Areas from Friday, June 5 around two weeks earlier than the anticipated deadline set by the Federal Government. This means until then, people will need an exemption to enter the Kimberley region, parts of the East Pilbara and the Shire of Ngaanyatjarraku. Following 5 June, travel to those areas will also be reopened - however restrictions on travel to remote Aboriginal communities will remain in place pending further consultation. I would like to thank everyone for their patience and understanding. These changes will help support our regional towns and local businesses, as well as allowing Western Australians to reconnect with their friends and family in regional WA. I urge everyone who can travel to do their bit, get out there, wander around our State and support local businesses. We should be proud that our efforts in stopping this pandemic have meant that were able to take action to remove these restrictions in WA. But I would again reiterate that these changes are only possible at this time because of our hard border with the eastern states. As we move forward, we will continue to act in line with the expert health advice of the WA Chief Health Officer and our local experts. In line with that advice, Western Australias hard border with the rest of the country will remain in place, and will likely be the final restriction lifted.

02.01.2022 OFF ROAD VEHICLE USE Concerns have been raised by Southern Cross residents relating to off-road vehicle use within the boundaries of Southern Cross townsite, including the bushland up to Three Boys Road. Due to the nuisances caused to nearby residents, particularly noise issues and damage to the environs, off-road vehicle users are requested to avoid these areas.... What is an Off-Road Vehicle The Control of Vehicles (Off-road Areas) Act 1978 (the Act), defines an off-road vehicle as: a vehicle which is not licensed, deemed to be licensed, or the subject of a permit granted, under the Road Traffic (Vehicles) Act 2012 This includes but is not limited to motorbikes, quadbikes, some scooters and buggies. Where can Off-Road Vehicles be Driven The Act states off-road vehicles are only permitted to be driven/ridden: On privately owned land with the consent of the owners: and On land designated as a permitted area by the Minister of Local Government. The Shire of Yilgarn has no permitted areas designated by the Minister, which means off-road vehicles should only be operated on private land, with the consent of the owner. The Southern Cross Motorcycle Club is located on Southern Cross South Road. Nuisances When riding, operators must do so in a responsible manner, such that noise and dust does not create a nuisance for residents. Enforcement Both the Shire of Yilgarn and WA Police can enforce the requirements of the Act. The Shire has been in contact with Southern Cross Police, seeking assistance in policing nuisance riders of off-road vehicles within the vicinity of the Sothern Cross town site and bushland between Three Boys Road. It should be noted penalties do apply and if caught on gazetted roads, your off-road vehicle may be seized. 01.01.2022 Containers for Change: While we don't have any green bags left at the CRC, we have been providing some black bin bags in the interim. Please organise to collect bags (max is 4 bags since last Wednesday) and tags before 12pm as we will be closed after this time. The collections from the shed will still occur on Wednesday next week. If you have a large number from Christmas, or a lot of cans in general, please call the Cash for Containers Wheatbelt team on 0429 467 178 or [email protected] to organise bulk quantities. REMEMBER: You can use your own bags/tags if you run out of the green bags over Christmas - but only 4 bags per scheme ID should be submitted to the shed each week. 01.01.2022 YILGARN HISTORY MUSEUM VOLUNTEER/S CURATOR POSITION The Yilgarn History Museum Committee, which is an Advisory Committee of the Shire of Yilgarn, is seeking the services of a Volunteer/s interested in undertaking the duties of Curator at the Museum. ... The position involves the collating of local historical artefacts at the Museum and recording of these items on a specific software program. Knowledge of computers would be an advantage and it is envisaged that approximately one day per week of volunteered time would be required to undertake these duties. These duties could be shared by two like-minded people interested in recording our local history. If you believe that you could devote this valuable time to enable our local history to be recorded and held in perpetuity for the future residents of the Yilgarn district, training will be offered by the Museums current Volunteer Curator.
