24.01.2022 Wednesday night check-in No new confirmed cases of COVID-19 in the ACT today and thus no active confirmed cases of COVID-19 in the ACT. There have been 480 tests in the past 24 hours, taking us to 94,178 negative confirmed tests. Victoria recorded 13 new confirmed cases of COVID-19 today and four deaths. NSW recorded four new confirmed cases. Queensland again recorded zero. A re-elected ACT Labor Government will build a Big Canberra Battery - 250MW of battery storage... through a distributed network across the city which, when combined, will address network constraints, enable more Canberrans to have solar and shorten the pay-off period of domestic solar systems. 22.01.2022 Weekly check-in No new confirmed cases of COVID-19 in the ACT since Wednesday; there remains one active confirmed case. The ACT has a total of 117,191 negative confirmed tests. The NSW and ACT borders opened with Victoria today, allowing Canberrans to fly or drive to Victoria. Victoria only has one active confirmed case and it has been 24 days since they had a new case. South Australia had one locally acquired case today with the cluster now at 27 confirmed cases. Sou...th Australia eased its lock down on the weekend after receiving more information about people's movements. NSW will announce the further easing of restrictions on Wednesday. The ACT will receive a repatriation flight later this week, where all those on it will go into hotel quarantine. Today I launched ChooseCBR - a digital discounts initiative designed to boost spending in the ACT in the lead up to Christmas. Registration is open now and discounts will become available on 9 December. We have received a high volume of requests to sign up on the website today. This is great news for businesses - but in some cases it's slowed the website down or resulted in an error when you go to register. 22.01.2022 Quick check-in* There is one new confirmed case of COVID-19 in the ACT today - a returned diplomat (ie not locally acquired) - and thus one active confirmed case. There have been 729 tests in the past 24 hours, taking us to 114,955 negative confirmed tests. The public health emergency declaration in the ACT has been extended for a further 90 days, until 17 February 2021. There were no new locally acquired cases anywhere in Australia EXCEPT in South Australia, which ha...d two. This takes the total confirmed locally acquired cases in South Australia to 22. (Victoria is now at 19 days straight with no new confirmed cases and no deaths.) South Australia goes into hard lockdown tonight for six days. South Australians will be required to stay at their homes, with very few reasons for people being allowed to leave their homes (even exercise is not one of them). People working in hotel quarantine are now required to undergo weekly COVID testing. * This is not a return to nightly check-ins, but given quite a lot happened today I wanted to reach out



22.01.2022 Saturday night check-in No new confirmed cases of COVID-19 in the ACT today and thus no active confirmed cases of COVID-19 in the ACT today. There have been 338 tests in the past 24 hours, taking us to 95,456 negative confirmed tests. Victoria recorded eight new confirmed cases of COVID-19 and three deaths. NSW recorded one new confirmed case and has gone one week without community transmission. Queensland recorded no new confirmed cases. The Queensland border will ...open to NSW on 1 November provided there is no community transmission in NSW for 28 days. A re-elected ACT Labor Government will build a new 10,000m2 indoor venue at EPIC, which will accommodate (in non-COVID times) around 1500 people standing and a seated option for 1000 guests. It will cater for large multicultural performances and private events like weddings, as well as being available for regular EPIC users including markets and festivals. Early voting is open again tomorrow from 9am to 5pm. Daylight savings starts at 2am tomorrow, when clocks need to 'spring' forward by one hour. (I daylight savings!) Go Raiders!

21.01.2022 Let's talk about tax! (Yes, seriously.) Tax reform in the ACT has been about changing the tax mix while being revenue neutral - that is, changing where the Government revenue is being collected from without changing how much is being collected. In the ACT, revenue from taxes doesn't just fund roads, rubbish collections and municipal maintenance. Tax revenue also funds our schools, hospitals and policing. Before tax reform commenced in the ACT, the amount of stamp (or convey...ance) duty collected in the ACT raised about 25% of the ACT's revenue. So, people who were purchasing homes in the ACT were the ones funding 25% of ACT Government services - from roads to schools to healthcare. It also meant that when the ACT Government was budgeting each year, it relied on a decent number of people purchasing homes. While we've been fortunate with the housing market the ACT, it's still highly volatile - and didn't always grow year on year. Volatility from a tax measure difficult to forecast revenue difficult to budget for services. So, the reasons for transitioning away from stamp duty to an increase in rates are two-fold: 1) It means all of our services are funded more fairly - not just by people who are purchasing a home. 2) It's more stable and predictable - meaning the ACT Government can more stably and predictably budget for the important services it delivers. What's happened since? The ACT Government has reduced stamp duty year on year. First home buyers with an annual household income under $160,000 have paid no stamp duty since 1 July 2019 - helping to make it easier to buy a home. This year, the average rates increase was 0 per cent and all ratepayers received a $150 rebate - resulting in a rates reduction for a significant proportion of households. For contracts exchanged up to 30 June 2021: No stamp duty on single residential dwelling blocks No stamp duty on off-the-plan unit (unit-titled apartment and townhouses) purchases up to $500,000 An $11,400 stamp duty reduction for off-the-plan unit (unit-titled apartment and townhouses purchases between $500,000 and $750,000 What's next? If ACT Labor is re-elected, the average increase in general rates will be 3.75 per cent a year over the next five years (aka 'Stage 3' of the tax reform). That is, the 'heavy lifting' of the reform is done. Rates are currently calculated on the average unimproved land value over a three year period - but our plan is to transition this to an average over a five year period. Residential stamp duty reductions during Stage 3 will be targeted to provide the largest benefit to Canberrans accessing affordable housing. There have been 457 tests in the past 24 hours, taking us to a total of 94,635 negative confirmed tests. Victoria recorded 15 new confirmed cases today and two deaths. NSW recorded two new confirmed cases but it has been six days since there was a locally acquired case. Queensland again recorded no new confirmed cases. FlyPeli...can will be offering direct flights to Port Macquarie from Canberra twice a week from 1 November. Cotter Dam is 99.32 per cent full and is expected to spill sometime over the long weekend! As of Wednesday night, 8.1 per cent of the enrolled population had voted. Early voting is open until 8pm tomorrow (Friday) night. A re-elected ACT Labor Government will create a Knowledge Capital Plan which will consist of: A $30 million future jobs fund, providing finance for job creating or saving projects in the tertiary education and growth industry sector; Payroll tax deferrals for local universities to help with cash flow pressures; Sustainability loans to promote investment in renewable energy infrastructure to help universities reduce running costs; The construction of the Northside elective surgery centre in partnership with University Canberra; Expansion of the Canberra Innovation Network to CIT Tuggeranong and University Canberra in Belconnen; and Continued support for Study Canberra to promote Canberra as a safe and inclusive destination in the domestic and international markets. 19.01.2022 CHOOSECBR DISCOUNTS NOW OPEN FOR REGISTRATION Today the Chief Minister and I launched ChooseCBR - a digital discount initiative worth $500,000 designed to give local businesses a boost in the lead up to Christmas. We know Canberrans love their local, and this is an opportunity to show it. From Wednesday 9 December, Canberrans - and visitors to Canberra - will have access to up to $40 of digital discounts each day. For a $10 minimum spend, two digital discounts of $2.50... will be available. For $20 minimum spend, $5 will be available. For $40 minimum spend, $10 will be available. And for $80 minimum spend, a $20 discount will be available. Eligible businesses are encouraged to sign up - we reckon there could be as many as 2000 eligible in the ACT. The criteria for a business to participate is: have a physical shopfront in the ACT have ever received JobKeeper in 2020 be in the retail, tourism, arts and recreation, hospitality or personal services sector. have a turnover of less than $10 million per year. This trial of $500,000 will run from 9 December to 21 December - or until the $500,000 is spent. We'll be evaluating the trial and looking for feedback from businesses and the community with a view to rolling it out further in 2021, if it's successful. 18.01.2022 Victoria passed laws to allow for voluntary assisted dying in 2017. Western Australia followed in 2019. Tasmania's Upper House is voting TODAY. And Queensland will be considering it early next year.... But the ACT and the Northern Territory can’t do this. We can’t even contemplate legislation in this space. Why? This is due to protected industrial action by drivers employed by collection contractor Suez. Bins will NOT be collected and collections will not be caught up. (Green waste bin services, bulky waste collections and the wheeled bin assistance service are not affected and will continue as normal.) ... 15.01.2022 Today I visited the Hume Vehicle Inspection Centre to mark the successful completion of the $500,000 hail rebate assistance program. It feels like a lifetime ago, but it was only 20 January this year when we were battered by a hailstorm - in the middle of the fires and just before the pandemic - which caused damage to 44,500 vehicles. The ACT Government established the HAIL (Hail Assistance and Innovation Liaison) Team to assist drivers, primarily through a scheme of rebates... aimed at reducing the extra costs usually associated with purchasing a new car. Examples of rebates included a stamp duty rebate of up to $100 for vehicles under $10,000 as well as registration cancellation fee refunds. The Access Canberra team processed more than 7600 rebates from about 2500 applications (many Canberrans accessed more than one rebate), with the average rebate being about $200. More than $507,000 in rebates was issued. This is in addition to the Vehicle Safety Standards team undertaking a huge number of inspections with a risk-based approach and longer opening hours - all while being COVID-safe - with the aim of getting Canberrans back on the road. 08.01.2022 The Belco Bikeway is officially open - and work has begun on the foreshore link in front of Belconnen Arts Centre! This morning I joined Pedal Power ACT: Canberra Region Cycling, Belco Arts co-CEOs Jack and Moni and local resident Evangeline to mark the completion of the Belco Bikeway. The Bikeway is 4.7 kilometres of cycle and pedestrian pathways which connect the Belconnen Town Centre to Florey and Bruce. The community first identified this as desirable in the Belconnen T...own Centre Master Plan consultations - and it became an ACT Labor election commitment in 2016. In addition to creating wayfinding and easy, safe paths through the Town Centre, it keeps the old Joynton Smith busway - now cycleway! - firmly in the hands of the community. More than 200 trees and 4000 shrubs have been planted to help make for a pleasant experience and reduce the heat. Construction has also begun on the missing pathway link on the lake foreshore in front of the Belconnen Arts Centre. This link will finally connect the pathway all around the lake edge instead of having to pop up onto the road at Emu Bank. The new pathway will be have a raised mesh walkway, viewing platforms and new mini-wetlands. The mini wetlands will filter stormwater runoff from the nearby Belco Arts car park, improving water quality of Lake Ginninderra. It will connect closely with Belco Arts and help enliven the relationship between the Centre and Emu Bank. This was also flagged as highly desirable in the Belconnen Town Centre Master Plan and I'm pleased to be able to deliver on it. Construction will be completed in early 2021.

07.01.2022 In the last four years we've completed 56 kilometres of new paths - and we've got a plan to make it even better by: Extending Belconnen Bikeway from Haydon Drive to CIT Bruce Conducting a feasibility study to determine how and where best to widen the paths around Lake Ginninderra Investing more than $3.7 million in cycle path maintenance... These initiatives make it easier and more comfortable to walk and cycle around our beautiful city - and they're also about protecting and creating jobs as Canberra recovers from the COVID-19 pandemic.

07.01.2022 When someone is talking to me about West Basin, one of the first things I ask is, "Have you seen the map?" I'm a highly visual person and I find the map really helps me understand exactly what's planned for the space - and I hope it helps you too. The red dotted lines show the land that is going to be reclaimed. This will realign the lake edge and there will be a boardwalk along it. This is consistent with the National Capital Plan and Walter Burley Griffin’s plan for Acton... Waterfront. Work on the boardwalk and land reclamation has commenced. This is called stage 2. While the land settles, there will be a temporary parkland to give unrestricted access to the lake. After it has settled, work will begin - in consultation with the community - on a permanent parkland of 40,000 square metres in this area (equivalent to six soccer fields). The permanent park will be stage 3. The white dotted line is the 55 metre setback from the new lake edge - there can be no development within that 55 metres. Development will be limited to up to four storeys closest to the white dotted line, and six storeys south of Parkes Way. These are statutory controls. Development north of Parkes Way will be consistent with current city building heights. Development will be stage 4. The Acton Waterfront Plan is about realising the original Griffin plan and giving people direct access to the waterfront and the lake - rather than it being a separate destination. 04.01.2022 Victoria has now had no new confirmed cases of COVID-19 for three weeks! Provided there is no significant change in the Victorian COVID-19 situation over this coming weekend, free travel will again be permitted between the ACT and Victoria from 12.01am on Monday 23 November. Exemptions will no longer be required to enter the ACT and there will be no quarantine requirements for people visiting or returning from Victoria.... With NSW also opening its border with Victoria at 12.01am on Monday 23 November, it will once again be possible to travel to the ACT from Victoria by road or rail.

04.01.2022 ACT Labor made Canberra the renewable energy capital of Australia. Our next big step is to be globally recognised as a centre for renewable energy innovation and investment. That's why ACT Labor will deliver a Big Canberra Battery of at least 250MW of battery storageensuring lower electricity prices and a more resilient power grid. This major project will be significantly bigger than the Hornsdale Battery in SA, which is being upgraded to hold 150MW of storage.... ACT Labor’s Big Canberra Battery will involve a distributed network of batteries that will be built around the city. As a combined network, this renewable energy will address network constraints, enable more Canberrans to have solar, and shorten the pay-off period of domestic solar systems. The global battery storage market is predicted to be worth $400 billion by 2030. This investment will: continue driving down energy costs support sustainable national energy infrastructure facilitate greater community participation in renewables and ensure economic and environmental benefits for the Territory. 01.01.2022 Tuesday night check-in No new confirmed cases of COVID-19 in the ACT today and thus no active confirmed cases of COVID-19 in the ACT. There have been 255 tests in the past 24 hours, taking us to 96,150 negative confirmed tests. Victoria recorded 15 new confirmed cases today and one death. NSW recorded 11 new confirmed cases but all of these were in hotel quarantine. Queensland recorded no new confirmed cases. The Federal Budget has been handed down. ACT Labor’s ‘Choose CBR’ imitative will help stimulate spending in some areas that have been hit hardest by the ongoing pandemic. Have a physical shopfront in the ACT Are receiving Jobkeeper Are in the retail, tourism, arts and recreation and hospitality sectors (per ANZIC codes) Have less than $10 million in turnover per annum Have been operational for at least six months. If ACT Labor is re-elected, we will work to finalise the scheme before launching in time for Christmas 2020. This is another initiative that forms ACT Labor's plan to keep Canberrans employed and grow jobs to reach a target of more than 250,000 jobs by 2025.
