17.01.2022 NEW LENDING LAWS RIGHT FOR THE TIMES | The new regime to simplify access to credit will ease the pathway to home ownership and support the objective of stimulating housing construction at a time when the economy needs it most. The new rules announced today by the Commonwealth Government reflect the need to keep robust credit flowing into the economy as Australia seeks to recover from the economic effects of COVID-19. The new responsible lending rules are a smart response to t...he economic downturn and will work alongside other stimulus initiatives advanced by the Government. They have rightly recognised the need to boost housing construction via the HomeBuilder scheme given the crucial role the sector plays in generating jobs, wages and activity up and down supply chains. It is essential homebuyers can continue to access credit under a balanced regime that supports home ownership, responsible lending and still provides for consumer protections. The changes will help foster competitive and robust lending markets, give comfort to borrowers and help underpin a wave of additional investment in projects that bolster growth. The Government’s continued focus on stimulatory measures represents the right strategic setting and we look forward to further measures that support a sustainable economic recovery.

04.01.2022 HOUSING AND CONSTRUCTION STIMULUS A PLUS | The Commonwealth Government has unveiled its stimulus package to support the housing and construction sector to recover from the economic effects of COVID-19. The Homebuilder program includes incentives to help pull forward new housing over the next six months, as well as a measures to encourage substantial renovations. The main element for new home construction is a $25,000 grant to owner-occupiers building a new home, where the con...tract is entered into between today, and December 31 2020. 03.01.2022 HOMEBUILDER CAN SUSTAIN JOBS AND INVESTMENT THROUGH THE ROAD TO RECOVERY | We’ve released a submission this week which recommends an extension and re-design of the Commonwealth Government’s HomeBuilder initiative. We know Homebuilder is already working to boost confidence, trigger new dwelling commencements and stimulate employment. However, with the prospect of an elongated economic downturn and lower international migration, an extension of the scheme will bolster Australi...a’s prospects for recovery. Our submission which draws on research from Urbis shows that domestic demand for new housing remains substantial and can play a crucial role in lifting economic activity over the short to medium term until immigration returns to more sustainable levels. The property industry can and must play a central role in powering the nation’s economic revival generating jobs, wages and activity up and down supply chains. 01.01.2022 MORE SEAMLESS ENVIRONMENTAL APPROVALS WITHIN REACH | Major reforms to streamline environmental approvals are within reach, following the interim release of the Commonwealth Government’s independent review of the Environmental Protection and Biodiversity Conservation (EPBC) Act. The review led by Professor Graeme Samuel was commissioned late last year and follows sustained advocacy from UDIA National. We’ve made streamlining environmental planning practices one of our fron...tline national policy and advocacy goals twice meeting both Environment Minister Sussan Ley and Prof. Samuels in the past year, as well as lodging a substantial submission to the review. We have consistently argued the EPBC Act is inconsistent, complex and often acts as a barrier to residential land release and housing, as well as delivering sub-optimal conservation outcomes. The review recognises ‘the Act is ineffective’, too many decisions are made on a ‘project-by-project basis’, and that it is largely true that ‘it duplicates state and territory regulatory frameworks for development assessment and approval’. The proposed reforms sit neatly within the Government’s deregulation and red tape agenda to help drive economic recovery, investment and major projects. UDIA National will continue to engage with the Commonwealth on the reform agenda to ensure the EPBC Act finally lives up to its promise and removes the substantial compliance burden placed on projects.
