15.01.2022 Local Government Inspectorate: Councillor expenses and allowances: equitable treatment and enhanced integrity. The Inspectorate has published a new report, Councillor expenses and allowances: equitable treatment and enhanced integrity. The report considers a range of issues associated with councillor expenses and allowances and provides guidance and insight into the development and application of expenses policies. Their review of councillor support involved two main aspects:... surveys of councillors and governance staff on the level of support councillors receive, and an audit of several councils to assess compliance with legislation and identify best practice for the benefit of the whole sector. The new Local Government Act 2020 is less prescriptive than its predecessor as to the kind of resources and facilities which should be made available to support councillors, and in defining the types of expenses which may be considered appropriate. This places a particular onus on councils to ensure that expenses policies meet community expectations. You can download the report below. 07.01.2022 The recent Victorian local government elections were truly a social media election, which is proving to be a global trend. The VLGA was pleased to take the opportunity to provide a submission to the Electoral Matters Committee’s Inquiry into the Impact of Social Media on Elections and Electoral Administration. Our recommendations to this Inquiry included: 1. further review with the prospect of expanding the current controls provided for under the ‘Act’ to specifically include... offences in regard to social media activity; 2. serious consideration be given to the expansion of the legislative powers of the Local Government Inspectorate, to enable the LGI to order that particular activity be ceased, or made good; and 3. expansion of the budget of the Local Government Inspectorate to ensure sufficient staff are available to more promptly and thoroughly respond to, and resolve, election-related complaints.
