21.01.2022 The Messenger reporter Caleb Bond reported - "Unley Council shuts down proposal to declare a climate emergency" An affluent Adelaide council has rejected a request to declare a climate emergency saying it is virtue signalling with no practical benefit. An Adelaide council has refused to declare a virtue signalling climate emergency, instead saying practical policies would be more effective.... Unley Council this week struck down a move from Cr Jane Russo to declare a climate emergency in the district, despite a packed public gallery attending to support the proposal. Unley is believed to be one of the few Adelaide councils to refuse such a declaration when it has been formally proposed. Six people gave presentations to the council in support of the plan at their meeting this week three of whom lived outside the Unley district. Cr Russo told her colleagues that words do matter and that to declare a climate emergency was not just symbolic. The point is, our community came to us as their community leaders to seek our influence to provide leadership and take action that goes beyond the individual because they can’t make the change on their own, Cr Russo said. We are in climate emergency and it’s urgent, and if you’re not fearful about an emergency then you are not really going to take climate change seriously enough to change your actions and behaviours. Other elected members, including Peter Hughes, said they had run their own surveys and found there was no widespread support for the council declaring a climate emergency. Cr Hughes said declaring a climate emergency was more likely to disengage residents than encourage them to change their actions. The Monash Climate Change Communication Research Hub found that the term climate emergency did not resonate with Australians as much as other phrases, Cr Hughes said. If we can show measurable data and progress towards becoming carbon neutral in our city, there’s a greater chance of our community buying in. Cr Monica Broniecki said the council needed to do all we can to combat climate change but declaring a climate emergency was virtue signalling that would not change behaviour at a local level. My view is that it will put people off, Cr Broniecki said. Following the debate, Cr Russo described the refusal to accept her proposal as an insult to the community. The council instead endorsed a plan to include climate impact statements in council reports and prepare an annual report on Unley’s emission reduction measures. Unley residents and organisations are now eligible to apply for a Greening Verges Incentive to assist in greening their verge (nature strip). ... For a limited number of successful applicants, Council will remove existing dolomite and replace with 100mm depth of soil at no cost, leaving the verges ready for planting. Applications are available online at https://www.unley.sa.gov.au/En/Green-verges-planting-guide or hardcopies at the Council Civic Centre. Applications close on Monday 28 September, but don't delay as spots will be allocated on a first qualified in, first served basis. Please note that applicants must agree to source and pay costs associated with plants, planting the verge and ongoing maintenance.

We also acknowledge the Kaurna people as the custodians of the Adelaide region and that their cultural and heritage beliefs are still as important to the living Kaurna people today. The City of Unley has in recent times made significant steps towards Reconciliation. We take Reconciliation and ongoing dialogue with our Indigenous community very seriously as part as of our rich and progressive cultural agenda. Unfortunately, this year we were unable to acknowledge this significant time in our calendar with our usual events, but we will be looking at other options to acknowledge our Aboriginal and Torres Strait culture. A number of residents presented deputations on the Mike Turter Bikeway Upgrade - your concerns, suggestions and support for a safe and improved bikeway that can be accessed by all was heard. Council approved DIT's upgrade which will be a greater improvement on what we have got. Kitchen Caddys will be free and will be delivered to all Unley residents - our continued commitment to reducing waste and the survival ...of our environment. Edmund Cottages Concept Designs were well supported by the community - thank you for your feedback the Council will now process with the next stage.

05.01.2022 Last month City of Unley 7 Elected Members voted against my motion to declare a climate emergency and now tonight the council unanimously voted to support joining the Global Covenant of Mayors (GCoM) for Climate and Energy. As stipulated by the letter of invitation to join GCoM means our council will need to be committing to a multi year program of measurement, verification and reporting and therefore achievement against local goals, the climate emergency and the Paris Agre...ement. And that Joining the GCoM provides Councils with a way to demonstrate real action to your community. It is a way to take the next step to a climate emergency declaration through a performance and reporting approach. Aligning closely with the October motion especially around part 3. I am confident that as the desired purpose of being a member of the GCoM, the City of Unley will ultimately declare a climate emergency. I guess I struggle to understand the logic around why this approach was deemed acceptable by all Councillors.

05.01.2022 I, like many other Unley residents, believe we can be doing more to combat climate change. I have always believed that one needs to act locally for things to change globally and therefore local government is the right place for environmental and climate action to take place. On Monday 14 September at 6.30pm (second item), I will be chairing our Elected Member workshop briefing on declaring a climate change emergency. Over the last year or so, many Councils have declared a Cli...mate Emergency. There is no dispute that our climate is changing, and there is evidence to show that actions can be taken to mitigate and/or adapt to climate change. Council has a range of environmental initiatives and strategies in place as a means of responding to climate related issues, however, a number of residents have requested that Unley Council declare a Climate Emergency. This workshop is intended to provide information to assist Members to consider matters such as: 1. What declaring a Climate Emergency means. 2. What position other Councils in SA have taken. 3. The City of Unleys activities in relation to managing Climate Change. This workshop is open to the public.

04.01.2022 City of Unleys Tree Strategy was approved by Council last night. 29 Initatives to be implemented that will require community engagement to build education and awareness. Community grants for the first half of 2020 will not be issued due to COVID. I was hoping that Council would support the $38k saving to be rolled over to the second half of the year. More money therefore more opportunities for us to support community organisations get back on their feet post COVID. This was... not supported by other Councillors. 02.01.2022 You have until the 15 June to have your say about the upgrade to the Mike Turtur Bikeway. Can I remind City of Unley residents that this is a State Government funded project and the upgrade is only a section of this bikeway that stretches from the City to the Glenelg. The City of Unley is working with DPTI to provide information about the proposed changes. We are therefore guided by DPTI requirements and regulations. Council will be responsible for the ongoing care and maintenance of the bikeway in our area.
