Public meeting to thrash out planning scrutiny concerns Tasmanian residents say local community and council scrutiny is needed before all developments go ahead and planning rules need changing. Helen Kempton, The Burnie News November 18, 2020 1:10pm TASMANIA’S local communities are rising up over planning laws which allow developments to be approved without any community or council scrutiny and close any avenue of appeal. A public meeting will be held in Wynyard on Friday night to discuss what can be done to give local people more power in development decisions. Organiser Nicholas Higgins, of Wynyard, says it is time to hit the reset button on Tasmania’s planning laws to wrestle power away from developers and give it back to local communities and the councils that represent them. Three issues have highlighted the lack of local voices in development decisions, Mr Higgins said the state government’s decision to relocate the Burnie court from the city’s CBD to the suburban UTAS campus with no public consultation, a proposal to build a massive wind farm in an environmentally sensitive area of Circular Head and a plan to turn a waterfront caravan park in Wynyard into a townhouse development. Mr Higgins, who had a recent meeting with Planning Minister Roger Jaesnch, wants the current laws to be stripped laws back to bare bones, reviewed and for the threshold at which development applications lodged with local government become discretionary to be reviewed. At the moment an application for a suburban fence which is 50cm higher than the guidelines needs to go before council yet a project involving 29 three-storey houses on a small block on a prized piece of coastline does not, Mr Higgins said. The public meeting will be held on Friday at the Wynyard RSL in Goldie St, Wynyard at 6pm. Guest speakers include Braddon MP Anita Down, State Coordinator of Planning Matters Alliance Tasmania Sophie Underwood, Burnie City Councillor Ken Dorsey and former political candidate and fisherman Craig Garland. 14.01.2022 BREAKING: Labor just voted for creating major projects that won't need to be consistent with Statutory Management Plan for example kunanyi/Wellington Park, Tasmanian Wilderness World Heritage Area and Freycinet National Park Management Plans. ** This is a sad day for Tasmania’s National Parks and Reserves. The Major Projects Bill is being debated in the Upper House NOW. They are now debating appeal rights........ Tasmanian National Parks Association Respect the Mountain - No Cable Car The Wilderness Society Tasmania ** The DAP could grant a permit in relation to a major project on reserved Crown land, notwithstanding that the project does not accord with the relevant reserve management plan e.g. the Tasmanian Wilderness World Heritage Area Management and Freycinet National Park Management Plan. Development on reserved land would generally still need other approvals/permissions (e.g. a business licence or lease) that are subject to the relevant management plan. However, formal participation rights are not guaranteed in relation to these other approvals/permissions. Also it is highly unlikely that there would be a requirement for public input into the decision to approve a lease/licence as, the government has a policy to withhold the content of leases/licences from the public, including any conditions, and decisions to approve them would not be subject to appeal

09.01.2022 PLEASE SHARE FAR & WIDE & CONTACT LABOR AGAIN It looks like Labor is going to disappoint - back flipping on its commitment to put people first and amend the Major Projects Bill (MPB) to ensure appeal rights and transparency are enshrined in the planning process assessing major and potentially controversial developments in Tasmania. Labor moved an amendment in the Lower House to insert appeal rights into the major projects planning assessment process, and committed to doing t...he same in the Upper House - but it looks like they are disappointingly changing their mind. Please email Labor Leader Rebecca White now and ask her to stand her ground. The debate on the MPB will continue in the Upper House this Wednesday 23 September 2020 - so we only have a small window. Support for the MPB from Labor would help deliver a new planning assessment process that diminishes community involvement in the assessment of massive projects like Cambria Green, Westbury prison, Marinus, wind farms and transmission lines, cable cars proposed for kunanyi/Mt Wellington and Mt Roland and the Fragrance skyscrapers in Hobart and Launceston. 01.01.2022 PLEASE SHARE More on the Major Projects Bill which will be debated today in the Upper House. FIX IT UP OR VOTE IT OUT... THE thousands opposing the Major Projects Bill fully appreciate the need for jobs especially when unemployment is skyrocketing. However, this new process is not the way to proceed. We already have legislation that can deliver complex projects (Projects of State Significance, Projects of Regional Significance, Major Infrastructure Development Act). People generally trust the Tasmanian Planning Commission, because people can appear in person and put their arguments. Under the Major Projects Bill, people will have limited right to argue the case in a timely way. It also needs improved transparency, especially given we all know political donations are far from transparent. There is real potential for corruption with the Bill. We ask that the Legislative Council closely scrutinise and improve it. Or vote it out. Anne Harrison PLEASE SHARE
