19.01.2022 We are seeing 'the (re)emergence of a patrimonial society in which wealth, particularly inherited wealth, is the crucial determinant of life chances'.

17.01.2022 We should embrace the move to renewable energy rather than resist it. There are boundless opportunities for Australia in a carbon neutral world. As an industry, coal has had a great run. But all industries rise and decline. Trains replaced barges. Electricity replaced gas, whale oil and candles. Automobiles replaced horse-drawn carriages. And so on. When every industry declines, there are those vested interests in society who naturally resist. Usually they are the owners of t...he obsolete assets and often the workers in these industries. But everyone else in society is much better off. Often the workers are eventually better off as well, although losing a job (and finding another) is always a threatening process. Renewable sources of energy will eventually replace coal and gas. This is a good thing for everyone (perhaps with the exception of the owners of coal-based assets). Even workers are likely better off employed in the high-tech renewables sector rather than the low-tech coal sector (and coal mining is not a very labour intensive industry in any case). The appropriate role for all governments is to facilitate industry restructuring in a orderly and expeditious manner: not impeding restructuring; assisting workers move into new industries; facilitating the development of new industries in the affected regions; etc. Ross Gittens highlights the positive messages about industry restructuring from Ross Garnaut's new book. http://www.rossgittins.com//zero-net-carbon-choice-do-we-w

15.01.2022 The business case, which the NSW government fought to keep secret, shows that water security was not the primary motivation for the pipeline.

05.01.2022 Following on from the Four Corners Cash Splash program, my article on the irrigation infrastructure program has been published by the Policy Forum of the Asian & Pacific Policy Society. I argue the case for improved transparency.

04.01.2022 Don't blame the avo toast or turmeric lattes. The generational gap is getting wider. Younger Australians are less likely to own a home than their parents at t...he same age, and those who do are taking on a lot more debt. For them, wealth has barely shifted this past decade, and poorer young Aussies have gone backwards. Read our new report. https://grattan.edu.au/report/generation-gap/ See more

03.01.2022 The review of the public service established by the Turnbull government in 2018 has largely fluffed it. Paddy Gourley explains that "It's easy to be disappointed with the Thodey review's report and its immediate reception. It's not surprising though, as its terms of reference were sloppy, most of its members had no obvious backgrounds for the task, it was not independent in that it was run from the Prime Minister's Department, and its methods left much to be desired."
