08.01.2022 just got back from the NSW Law Reform Commission's Meeting on Penalty Notices. We recommended that penalty notices shouldn't be issued to young people because they often can't pay and can't cope with consequences of non compliance. Issuing officers should be compelled to use alternatives to penalty notices like cautions and schemes that allow young people to clock volunteer hours instead of paying a fine.
