FURTHER CLARIFICATION FOR STAGE 4 RESTRICTIONS It has now been confirmed that: Occupied residences cannot have builders or workers on site under the stay-at-home orders (except for emergency repairs or for safety purposes). This means that renovations of occupied premises are not permitted. Further clarity has been sought regarding the treatment of renovations already underway.... Owners are permitted to attend contract signing and final inspection Current or prospective clients are not permitted to visit display homes Apprentices are included in the limit of 5 or 25%, according to the project type It is permissible to give a lift to apprentices who are unable to drive themselves to work Drafties, surveyors, inspectors, engineers and like specialists must work from home but if they are required to attend site for inspection and safety purposes they are counted as workers unless required to meet a statutory requirement Definitions of specialist contractors has been clarified in the document in this link: https://www.mbav.com.au//Stage4-Construction-Guidance-Note We will continue to provide updates as they become available. 18.01.2022 PERMITTED WORKER SCHEME From midnight tonight, all employers who require their staff to attend a work site must issue a worker permit to their employees. Huge penalties apply for breaching this scheme as well as on-the-spot fines. These range from $1,652 to $99,132 depending on whether you operate an individual or a business. Worker permits are required if the employee works for an employer on the list of permitted activities, is working in an approved category for on-site w...ork and the employee cannot work from home. An employee must not use a worker permit (even where issued) if they test positive to coronavirus and are required to self-isolate it if they are a close contact if someone who has tested positive. To issue a permit an employer must download the template document, complete and sign it and have the worker sign it also (can be done electronically). Employees must carry the worker permit and photo ID when traveling to and from the workplace. Permits may be shown electronically or in paper form. 18.01.2022 COVID UPDATE FOR RESIDENTIAL CONSTRUCTION EFFECTIVE MIDNIGHT, FRIDAY 7 AUGUST I hope you are keeping safe and well and please know that I am thinking of you during this difficult and emotional time. Dan Andrews made a further announcement today advising that the building & construction industry (inc. residential) will remain open. However, further restrictions would apply. In addition to the current guidelines and regulations that are required to be strictly adhered to on sit...e, Dan Andrews advised that it will be unlawful to have more than 5 people on a site at any one time, that workers must only visit one site per day and that a COVID safe plan is required from midnight this Friday, 7 August. We remind you that it is mandatory to ensure that you are signing into our work sites using the HazardCo sign on the site fence. When signing in, you will be required to answer the 3 declaration questions required by the Government in order to allow you to enter the worksite. Please do not enter the worksite without scanning into HazardCo. If people are found to be onsite who have not signed into HazardCo, they will be asked to leave. We are not prepared to risk peoples safety. Please also ensure that you follow the current Guidelines and wear the correct PPE (including a mask). There are Police randomly attending sites to ensure compliance, as are WorkSafe and the VBA. There is no alternative but to follow the rules, Dan Andrews. I also need to add here a huge THANK YOU to our wonderful team of trades and suppliers and our customers. I am so proud of our team for all the hard work you are doing to keep our sites safe and our industry open. I want you to know that we know you are doing the right thing on site and we want to thank you for that. We know that there are a lot of builders out there who arent doing the right thing and it is frustrating and disappointing. Please note that we have enacted a Universal COVID Safe Plan which will be laminated and available on site;... No more than one worker per 4sqm of an enclosed workspace; All employees, supervisors and specialists are: Prohibited from car pooling to and from work; Required to inform their employer if they share accommodation with anyone working in another high-risk workplace; and Required to limit movement between multiple sites and observe enhanced PPE and hygiene measures (including wearing a mask). Further information as to the definition of enhanced PPE and specialist workers will be available in the coming days; and Only to visit one site per day; Reduce the number of people on site to 5 people PLUS a supervisor at any one time; Limit movement of workers between different sites where possible and only with appropriate guidance (one site per day); and Supervisors can move between sites and specialist trades can move between up to 3 sites per week, subject only to enhanced COVID safe practices. Things for you to do: Please ensure that all of your workers have been issued with a Permitted Worker Permit and keep it with them at all times, together with their photo ID. You will be unable to undertake any works on our work sites without first confirming that you (and your workers, if applicable) have completed and hold a Permitted Worker Permit; Please ensure that you have enacted a Universal COVID Safe Plan. 12.01.2022 On 29 November 2020, the Government announced an extension to the HomeBuilder program to 31 March 2021. Changes to the HomeBuilder program include: A $15,000 grant for building contracts (new builds and substantial renovations) signed between 1 January 2021 and 31 March 2021, inclusive. An extended deadline for all applications to be submitted, including those applying for the $25,000 grant and the new $15,000 grant. Applications can now be submitted up until 14 April 202...1 (inclusive). This will apply to all eligible contracts signed on or after 4 June 2020. An extension to the construction commencement timeframe from three months to six months for all HomeBuilder applicants. This will apply to all eligible contracts signed on or after 1 January 2021, but will also be backdated and apply to all contracts entered into on or after 4 June 2020. An increase to the property price cap for new build contracts in Victoria to $850,000, where the contract is signed between 1 January 2021 and 31 March 2021, inclusive. 10.01.2022 With all of the uncertainty of ongoing changes to restrictions to us Victorians, we want to assure you that while our industry is still considered an essential service, Elite Building Services will remain open and will continue to operate as usual and support our collective efforts to safely continue building beautiful homes. All trades and suppliers on site must sign into site with HazardCo and must also wear a mask for everyones safety. These efforts must continue for our... industry to remain an essential service. Sundays Premier announcement was about how we live and Mondays announcement will be about how we work. We dont expect there to be any significant change to our industry and we are hopeful that we will continue to be deemed an essential service. However, we will provide you with a further update should any changes affecting our industry and operations occur. Stage 4 restrictions bring with them an increased strain on everyone. We would like to encourage everyone to please look out for one another, check in on your family and friends and seek help if you need it. We also recommend contacting your GP if you feel you need more help. In recognition of the devastating impact that COVID-19 is having on the wider communitys mental health, Federal health Minister Greg Hunt today announced that a further 10 sessions will be added to the existing 10 sessions under the Mental Health Plan. This is great news which we hope will make it easier for many people to access the psychological support they need during this tough time. A Mental Health Plan is easy to obtain. This can be done via a telehealth appointment over the phone and these appointments can also be bulk-billed. We hope that you and your family are coping ok. Should you need any support whatsoever, please reach out and we will be here for you. These are the strangest, most challenging times we can imagine and we want to be here for you wherever we can. 10.01.2022 Coronavirus Update Please see below for a brief update insofar as the announcement impacts the residential building industry following today’s announcement. Masks... Please note that as of midnight tonight, face masks will only be mandatory indoors. If you are outside and you can physically distance yourself from others by 1.5m then you are no longer required to wear a mask. However, you will still be required to have a mask on hand. Masks are still required to be worn when working indoors, but we do expect this to change (hopefully) in the not too distant future. Please note that mask wearing really is determined by Covid Safe Plans, which may change from site to site. Please ensure that you still carry a mask with you at all times and have it accessible for usage when social distancing is not possible, even when working outdoors. We advise that we will still be wearing masks on site in instances where we will be meeting with clients and should you wish us to wear a mask at any time, please let us know. All other Covid Safe requirements remain in place, including Covid Safe Plans, the density quota and all other Covid cleaning and other requirements for workplaces. Working from home or in the office? As of 30 November, Victoria will commence a safe return to work plan. 25% of staff will be able to work in the office from this date. However, all Covid Safe requirements need to be adhered to including masks, social distancing, etc. The South Australian Border At present, any travel between Victoria and South Australia will require a border permit and there is a bubble in place for the border community. Existing permits may be used for those already in the existing bubble. 08.01.2022 FACEMASKS MANDATORY ON VICTORIAN DOMESTIC BUILDING SITES It is now officially mandatory for anyone in metropolitan Melbourne municipalities to wear a face mask if they leave home. And while there are some specific exemptions, all workers or visitors on domestic building sites must wear a face mask unless it is not practicable to do so. Please note that scarves and bandanas are not permitted due to safety reasons. All workers must have access to PPE (including face masks) and... all contractors entering work sites must provide their own PPE (including face masks) as well as continuing to maintain social distancing and following good hygiene practices. It is our joint responsibility to follow this advice to ensure a safe and healthy environment for everyone onsite and the general public. 08.01.2022 IMPORTANT! It will soon be mandatory for all trades to be registered or employees to be licensed in order to undertake works on job sites for builders. Mid-2021 is when carpenters must commence their applications to be registered or licensed. Carpenters are the only trade involved in this first stage which remains open for 12 months. Further trades fall under stage 2 including bricklayers, painters, concreters and others. Stage 2 will commence in 2022. ... This means that if you are working with a builder as a subcontractor or employee, you will need to apply for registration/licensing. If you are a carpenter, you must do so in Stage 1 in 2021. We even recommend commencing the process now so that you are ready when applications open to mitigate any disruption to your business. Penalties for having unregistered or unlicensed trades on site are enormous and builders simply wont take that risk. So contact Housing Industry Association - HIA or Master Builders Association of Victoria today to see how you can go about getting yourself registered or licensed to ensure you are able to continue working on site beyond July 2021. Applications are to be lodged online via an online portal on the State Revenue Office website. All applications must be received by 31 December 2020. Applicants are able to lodge their application once an eligible contract has been entered into (after 4 June). Applications are expected to have a 15 working day turnaround. ... This is an exciting time for first home buyers. If you are eligible for the first home owners grant and are building in a regional area (I.e.Baw Baw Shire) you may be eligible for both State and Federal grants, together with the HomeBuilder grant - THATS A HUGE $70,000 in grants!!! 02.01.2022 APPLICATIONS ARE NOW OPEN FOR THE HOME BUILDER GRANT Head over your the State Revenue Office and apply for the Home Builder Grant to determine your eligibility and potentially receive $25,000!!
